The main purpose of this position is to audit and validate timesheets and payrolls for assigned units and perform related fiscal duties needed to accomplish this task. The DHS Headquarters Payroll Office processes all payroll functions for 23 Local Departments and 6 Headquarters Administrations, in addition to the time‑keeping functions for the Headquarters' Administrations. The DHS payroll unit is in charge of all payroll functions for more than 6,000 regular and contractual employees, for an annual total of $428 million in payroll.
PositionDuties
- Manual inputs and adjustments, transmittals, and other documentation as generated by the Department of Budget and Management and the Talent Engagement and Management and local county departments.
- Audit timesheets per established auditing procedures to ensure leave taken is accurate, and break down time‑keeping reports and timesheets in accordance with established procedures.
- Serve as a liaison on leave and pay issues to all headquarters personnel from any DHR unit to ensure accurate leave and pay per the established Payroll Services customer‑service guidelines.
- Audit and calculate overtime and shift differentials for assigned local departments in accordance with the established 40/40 and 8/80 methods of overtime payments to ensure accurate pay of overtime and shift for DHR department employees.
- High‑school diploma or high‑school equivalency certificate.
- One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.
- Experience calculating and recording financial, statistical or other numerical data may substitute for the required education on a year‑for‑year basis.
- U.S. Armed Forces military service experience in Financial Clerical/Finance Technician classifications or specialty codes in the financial field may substitute for the required experience at a rate of one year of military experience for the required experience.
Preferred Qualifications
- One year of experience working within the SPS Workday system.
- One year of experience in an MD State Agency payroll unit.
- One year of experience in Research & Process Over/Under Payments.
- One year of experience in customer service assisting employees.
- Health insurance, dental, and vision plans offered at a low cost.
- Personal leave: six personnel days annually (prorated based on start date).
- Annual leave: ten days of accumulated annual leave per year.
- Sick leave: fifteen days of accumulated sick leave per year.
- Parental leave: up to sixty days of paid parental leave upon the birth or adoption of a child.
- Holidays: at least twelve state holidays per year.
- Pension: credit toward a retirement pension.
- Telework: positions may be eligible.
