This senior management position serves as the Deputy Chief Financial Officer for Financial Services (DCFO‑FS) within the Office of Budget and Finance (OBF) for the Department of Human Services (DHS). In conjunction with the Deputy Chief Financial Officer for Budget, this role assists the Chief Financial Officer in managing an annual budget of over $4.0 billion, a payroll of approximately 7,000 positions, and the financial operations of eight state administrations and 24 local departments of social services.
Location of Position:
Maryland Department of Human Services, Office of Budget and Management, 25 South Charles St., Baltimore, MD 21201.
- Assist with the planning, directing, and administration of DHS fiscal operations.
- Directly supervise the Director of Accounting Operations and potential audit staff, managing accounting activities, staff hiring and development, evaluating effectiveness, and developing enhancements to customer and vendor interactions.
- Oversee all accounting operations, including timely payment of vendor invoices, appropriate distribution of funds to LDSS and benefit recipients, accurate reconciliation, end‑of‑year budget closeout, and payroll functions.
- Bachelor’s Degree from an accredited college or university.
- Seven years of experience in budgeting, accounting, and financial management.
Preferred Qualifications
- Master’s Degree in Accounting, finance, business administration, economics, or a similar major.
- Active Certified Public Accountant (CPA) license or certification.
- Five years of experience with Maryland Financial Management Information System (FMIS) modules (ADPICS and R
* STARS).
