Position Overview
The Maryland Department of Labor is seeking a Fiscal Administrator for the Division of Occupational and Professional Licensing.
Location:
100 S. Charles Street, Baltimore, Maryland 21208.
Grade: 16.
Main PurposeAssist in planning, developing, and managing the budget of the Division of Occupational and Professional Licensing and its 25 sub‑programs. Develop and manage the indirect cost allocation plan. Oversee the accuracy of all data elements related to the plan in coordination with the Office of Administration.
Key Responsibilities- Prepare budgets, track personnel changes and related expenses.
- Collaborate with the Office of Administration on division‑related budget amendments.
- Develop and manage the indirect cost allocation plan to distribute divisional and departmental expenses among sub‑programs.
- Monitor monthly expenditure activity for accuracy of expenditure types and funding sources.
- Prepare financial management projections, encumbrances, and other relevant reports.
- Generate monthly and year‑to‑date reports of OAG hours, summarizing legal hours by board and staff.
- Execute credit card chargebacks via Pay Pal and record transactions in AS400.
- Notify Executive Directors of unprocessed chargebacks and provide corrective direction.
- Review requisitions in FIMS Purchasing and ensure requested amounts are within the appropriated budget.
- High school graduation or equivalency certificate.
- Four years of administrative or professional experience.
- Substitution options:
- 30 college credits for each year of required experience.
- Bachelor’s degree for the required experience.
- Master’s degree for the required experience.
- U.S. Armed Forces commissioned officer experience related to administration of rules, policies, or coordination of unit operations.
- Experience preparing or overseeing budgets and coordinating fiscal activities.
- Experience reviewing and responding to audit requests, and managing employees.
- Experience managing a government program or similar organizational programs.
- Experience developing, implementing, and evaluating policies, plans, and programs, including accounting, budgeting, and auditing.
Must possess a valid Maryland motor vehicle operator’s license if duties involve vehicle operation.
Special RequirementsAll candidates will undergo a background check against Division of Unemployment Insurance records for any unpaid debt related to unemployment over payment or fraud.
