Position: Admin Officer III- Retirement File Maintenance Team (ADMINISTRATIVE OFFICER III)

Introduction

The Maryland State Retirement and Pension System (MSRPS) administers benefits for over 430,000 members, including active employees, retirees, and vested participants across 12 retirement systems. Main Purpose of the Job

The primary responsibility is to manage data postings that affect retirees’ monthly benefit payments, maintain the integrity of the Retirement Master file, audit statistical reports, prepare production job requests, process deduction files, tax with holdings, contact information changes, and submit manual payments. This requires solid knowledge of retirement law, regulations, agency policies, and the Annotated Code of Maryland.

Position Duties
  • Review and process automated health insurance and voluntary deduction files received from jurisdictions and vendors.
  • Coordinate receipt of deduction files with external organizations to ensure delivery by the 10th of the month.
  • Coordinate with Information Systems to process deduction files within 24 hours using MPAS validation.
  • Analyze MPAS validation reports and resolve errors before updating the Master file.
  • Reconcile input and output files using Excel spreadsheets; complete reconciliation within three hours of receipt.
  • Review system-generated reports to identify errors and initiate corrective actions within 48 hours.
  • Maintain monthly statistical reports, including retired inactive status updates, with 100% accuracy.
  • Prepare daily Data Processing Production Job Request Streams for automated job execution.
  • Review and interpret the Annotated Code of Maryland and agency policies to ensure compliance.
  • Process tax withholding forms (W4‑P, Form 766) and reconcile withholding updates.
  • Process Retiree Contact Information Change Forms and update address, name, phone, or email.
  • Process weekly RIMT’s for manual retiree benefit payments and ensure posting within the month of payment.
  • Perform special projects assigned by supervisory staff.
Minimum Qualifications
  • High school diploma or equivalency certificate.
  • Three years of administrative or professional work experience.
  • Substitutions: 30 credit hours of college work per year of experience, bachelor’s degree, or U.S. armed forces service with independent judgment and analysis experience.

  • Intermediate proficiency with Microsoft Office (Word, Outlook, Excel).
  • One year of experience examining membership data.
  • One year of independent work, managing deadlines and multiple priorities.
  • Experience performing monthly reconciliations of at least 1,000 transactions totaling $1,.
