Role DescriptionThe Project Finance Analyst supports the Project Financing team in the department’s work to manage, structure, underwrite, and close financial transactions (bond financings) for economic development projects. This role is responsible for evaluating the financial feasibility of development projects and preparing analyses to support bond issuance. The Project Finance Analyst will review project budgets and financial statements, assist with due diligence, and prepare clear reports and presentations for internal stakeholders and external partners.
This position is onsite in Baltimore, MD.
Responsibilities Project Evaluation and Bond Financing SupportContribute to and support the work of the Project Financing team in executing the following project evaluation and bond financing responsibilities:
- Evaluate potential projects for ownership, financing, or bond issuance.
- Prepare cash flows, budget analyses, maturities, and investment schedules.
- Participate in structuring meetings, external calls, and negotiations.
- Review and revise offering documents, tax certificates, disclosure materials, and bond documents.
- Draft internal and external documents, attachments, and exhibits.
- Assist in engaging and coordinating with outside professionals (counsel, financial advisor, investment advisor, trustee).
Contribute to and support the work of the Project Financing team in executing the following post issuance compliance support responsibilities:
- Coordination with trustees and external managers to ensure accurate postings and reporting.
- Compilation, filing, and posting of compliance documents.
Review of EMMA postings and updating of internal records. - Ensure all lending, bond, and P3 activities adhere to governance standards, policies, and statutory requirements.
- Support the Senior Financial Analyst or serve as backup in reviewing project revenues, reserves, investments, and compliance materials.
- Prepare internal and external presentations and financial analyses.
- Conduct sensitivity analysis and evaluate potential risks and opportunities in financing structures.
- Monitor market trends, interest rates, and regulatory changes relevant to capital markets and lending.
- Bachelor’s degree in Finance
- Formal credit training from a bank or financial institution strongly preferred.
- 5+ years of experience in banking or capital markets.
- Experience conducting financial analysis, preparing term sheets, and coordinating closings.
- Strong analytical skills, including the ability to interpret complex financial data and assess project risks and returns.
- Finance and financial modeling skills, including experience building cash flow models and evaluating funding structures.
- Working knowledge of accounting principles, including familiarity with financial statements and budget tracking.
- Demonstrated ability to work collaboratively in a team environment and manage multiple projects and deadlines with attention to detail.
- Excellent verbal and written communication skills, including public interaction.
- Proficiency in Excel and other financial analysis tools.
- This role routinely uses standard office equipment such as computers, telephones, photocopiers, filing cabinets, etc.
- This is largely a sedentary role; however, some filing is required.
- Must be able to read and interpret financial/economic data and perform intermediate to advanced math.
- Requires the ability to lift files, open filing cabinets and bend or stand as necessary.

Annual Salary $90k - $105k
