Position: Payroll Technician (FISCAL ACCOUNTS TECHNICIAN II)

LOCATION OF POSITION:
Maryland Department of Human Services, Office of Budget and Finance/Accounting, 25 S. Charles Street, 18th Floor, Baltimore, MD 21201

Main Purpose of Job

The main purpose of this position is to audit and verify timesheets and payrolls for assigned units and perform related fiscal duties necessary to accomplish this task. The DHS Headquarters Payroll Office handles payroll for 23 Local Departments and 6 Headquarters Administrations, including all timekeeping for the Headquarters' Administrations, overseeing over 6,000 employees and an annual payroll total of $428M.

POSITION DUTIES
  • Manually input and adjust transmittals and other documentation generated by the Department of Budget and Management, Talent Engagement and Management, local county departments, etc.
  • Audit timesheets per established auditing procedures to ensure accurate leave taken.
  • Breakdown timekeeping reports and timesheets following established procedures.
  • Liaise on leave and pay issues with all headquarters personnel from any DHR unit to ensure accurate leave and pay per Payroll Services customer service guidelines.
  • Audit and calculate overtime and shift differentials for assigned local departments, applying the 40/40 and 8/80 overtime payment methods to ensure accurate pay of overtime and shift for DHR employees.
MINIMUM QUALIFICATIONS
  • Education:

    Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience:

    One year reconciling agency accounting systems with fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software, or identifying budget trends and recommending realignments.
  • Substitutions:
    Years of experience calculating and recording financial or statistical data may be substituted on a year-for-year basis for the required education.
  • Substitutions: U.S. Armed Forces military service experience in Financial Clerical/Finance Technician classifications or specialty codes in the financial field may be substituted, one year of military experience for one year of required experience.
DESIRED OR PREFERRED QUALIFICATIONS
  • One year of experience working within SPS Workday system.
  • One year of experience in an MD State Agency payroll unit.
  • One year of experience in Research & Process Over/Under Payments.
  • One year of experience in customer service assisting employees.
