Job Summary

The Chief Financial Officer (CFO)-Operations Director II serves as a key member of the Baltimore Police Department executive team. The CFO acts as the primary financial advisor to the Police Commissioner. This role ensures transparent fiscal management, accurate accounting, and internal controls for public funds. The CFO represents the Baltimore Police Department to the City's Mayor’s office, City Administration, and City Council on all financial matters.

The position is over the following areas Fiscal Services, Budget and Grants and Asset Management for the Baltimore Police Department (BPD) The BPD’s ideal candidate is a CFO who balances high-level strategic leadership with a meticulous attention to detail. The ideal candidate brings:

  • Strategic & Visionary Leadership:
    The ability to align complex financial goals with the BPD's long-term public mission and strategic objectives.
  • Macro & Micro Financial Vision:
    Exceptional skill in switching seamlessly between big-picture planning and granular, line-item data analysis.
  • An Analytical Mindset: A proven track record of translating complex financial and operational data into clear, actionable strategies for BPD leadership.
Essential Functions
  • Lead agency-wide strategic financial planning to align public funds with mission goals, while modernizing financial systems to improve operational efficiency.
  • Drive taxpayer savings and resource optimization by identifying wasteful spending, renegotiating vendor contracts, and streamlining internal workflows.
  • Budget Administration:
    Plans, develops, manages, and monitors the annual operating and capital budgets for the police department and presents it directly to the city budget office and city council.
  • Grant Management:
    Oversees federal, state, and local grant applications, fund allocation, and specialized compliance reporting.
  • Financial Reporting:
    Prepares periodic financial forecasts, cost analyses, and variance reports for city or county leadership.
  • Internal Controls & Audits:
    Maintains internal accounting controls and coordinates external governmental audits.
  • Payroll & Procurement:
    Oversees departmental payroll, fixed asset inventory, and purchasing requests in line with local laws.
  • Specialized Accounts:
    Manages specific agency funds, such as asset forfeiture funds, off-duty detail programs, or evidence-room property audits.
  • Leads Union and Labor Math modeling to analyze complex overtime, scheduling, personnel deployment costs and negotiation proposals, serving as the management Subject Matter Expert (SME) on the financial impact of contract language or grievance settlements.
