The Office of Equity and Civil Rights (OECR) is a city agency devoted to advancing equity and upholding the federal and local civil rights laws, the local living and prevailing wage laws ensuring access and equal opportunities for persons with disabilities and providing oversight of local law enforcement. The mission of OECR is to eliminate inequity and discrimination by promoting accountability, fairness, and inclusion through enforcement, policy oversight, and community engagement.
The Office of Equity and Civil Rights carries out this mission through its divisions and commissions: the Police Accountability Division, Community Relations Commission, Mayor’s Commission on Disabilities, Wage Commission, Equity Office, Women’s Commission, and Veteran’s Commission.

* Job Summary:
** The Deputy Chief Equity Officer serves as the Chief Equity Officer’s principal partner in advancing Baltimore’s citywide equity strategy. This executive-level position provides strategic, operational, and managerial leadership for the Equity Division and supports the implementation of policies, programs, and accountability systems that promote fairness, access, and inclusion. The Deputy acts as a senior advisor, division director, and cross-agency leader responsible for translating equity goals into measurable outcomes and supporting agencies in identifying, diagnosing, and resolving systemic barriers to equitable service delivery.
This role will also help build the Equity Division’s long-term capacity as an internal “equity innovation hub,” strengthening its ability to pilot, test, and scale evidence-based solutions.

* Essential Functions:
** Strategic Leadership
* Support the development, implementation, and evaluation of the City’s equity strategy.
* Lead major initiatives addressing systemic inequities across departments and communities.
* Provide policy analysis and strategic guidance to agency and City leadership.
* Make recommendations to agencies to implement policies, procedures, and practices that improve diversity and equity issues.
* Serve as a lead advisor to departments on complex equity challenges, helping agencies troubleshoot operational, policy, and compliance issues.
Division Management
* Directly supervise the Equity Division staff including policy and data analysts, trainers, program managers, and outreach staff.
* Establish performance standards, manage workloads, and support professional development.
* Ensure timely, high-quality delivery of division projects and services.
* Build internal systems, tools, and workflows that support data-driven decision-making and continuous improvement.
Policy, Data, and Compliance
* Oversee equity assessments of City agencies, programs, and services, including monitoring and addressing compliance issues.
* Analyze qualitative and quantitative data to inform recommendations.
* Develop regular reports and performance metrics on equity progress.
* Support agencies in translating assessment findings into actionable reforms.
