** Job Summary
** The Policy Writer/Project Manager plays a key role in establishing clear and effective business practices and procedures s is accomplished through data analysis, policy research, and clear and concise technical writing. This position requires constant collaboration with internal and external subject matter experts and stakeholders, including, but not limited to, BPD auditors, detectives, and leadership, as well as other governmental agencies and community groups.

It is imperative for the individual in this role to think critically, be proactive, and work with minimal direction. Furthermore, one of the primary goals of PRU is to achieve reform goals and demonstrate compliance with the Consent Decree. The Policy Writer/Project Manager will partner with internal colleagues and work collaboratively with the Department of Justice (DOJ) and members of the consent decree Monitoring Team to update policies, develop and execute assessments, and draft findings reports.
** Essential Functions
*** Serve as the primary author, researcher and editor of assigned written directives (departmental policies and procedures).
* Lead working groups and conduct interviews with subject matter experts to ensure written directives reflect “real-world” situations and feasibility.
* Develop in-reach and out-reach messaging to obtain community and employee feedback on written directives.
* Distill information gathered from interviews, research, and feedback into concise, clear, and comprehensive language. This may include the creation of diagrams and flow charts.
* Manage the writing/editing process to include version control, management approvals, and adherence to established standards, templates, and publication architecture.
* Author reports that are accessible to the public, including reports with data that can be interpreted by wide audiences.
* Produce and conduct presentations for internal meetings, community meetings, and court or council hearings.
* Assist with creating training materials such as e-learnings and quick guides.
* Collaborate on the development of compliance audits.
* Maintain timely and efficient communications to keep tasks on schedule and proactively identify any barriers and propose solutions.
* Manage implementation and assessment efforts for specific sections of the Consent Decree, including collaborations with DOJ attorneys and the Consent Decree Monitoring Team.
** Minimum Qualifications
***
* Education:

** Have a bachelor's degree from a four-year accredited college or university, preferably in the social sciences (Political Science, Sociology, Criminology, etc.) or humanities (English, Literature, Philosophy, History, etc.). Master’s degree desired.
** AND

* Experience:

** Have two years of professional policy or technical writing experience. Professional experience within a law enforcement agency and/or knowledge of law enforcement procedures desired but not necessary.
** OR
* *** Equivalency Notes:
** Have an equivalent combination of education and experience.
** Knowledge, Skills, and Abilities
*** Superior writing, research, and editing skills.
* Ability to produce documentation from templates or foundational ideas.
* Advanced knowledge of MS Office (Word, PowerPoint, and Excel), and Adobe Acrobat.
* Data literacy.
* Excellent communication and interpersonal skills, including the ability to work in a team setting and facilitate meetings.
* Strong interviewing and research skills to gather information necessary for policy creation.
* Ability to work independently with minimal direction.
