Main Purpose of JobThis position functions as the Senior Program manager within the Technology and Information Management Command (TIMC) and is responsible for the oversight and leadership of programs within TIMC. This position plans, directs and administers all aspects of agency programs that have a broad scope and major impact on agency missions and operations; acts as a liaison between units, technology and support teams.
This position is an integral element to the Department's overall success with programs affecting not only Maryland Department of State Police (MDSP) but also our allied partners and citizens of the state. This position will strengthen the alignment towards organizational strategy, ensures better control and provides more focus towards benefits realization. This position will have a comprehensive view of the organization and its business.
DUTIES
Duties include but are not limited to:
Plans, directs and administers all aspects of agency projects that have a broad scope and major impact on agency mission and operations; acts as a liaison between business units, technology and support teams. Establishes overall policies and procedures for the program(s), oversees their implementation, evaluates their effectiveness and approves major revisions; works with management to identify areas of improvement and develops creative solutions.
Oversees and manages the personnel and financial resources of the program(s); plans, coordinates, supervises and evaluates the work of subordinate managers; determines organizational structure and staffing needs of the program(s); prescribes and oversees development and training of program staff; prepares and trains staff on internal processes and systems. Oversight and monitoring of IT related contracts. Assists in the development of various procurement artifacts (RFP's, Requisition s, BPW Agenda Items, etc.),
participates in procurement reviews, educates, and advises internal teams regarding contractual issues, identifies and helps to successfully resolve changes that may arise during contract performance; assists in negotiating contract/procurement modifications. Evaluates all software project requests to determine if the project benefits the agency or the state and provides recommendations. Reviews requirements and assists with documentation of same, specifications, test, support and training plans to ensure they are in line with the business objectives on projects.
Researches, recommends and implements workflow efficiencies to continually improve quality and efficiency of operational business processes; develops procedure documentation in support of new process, products or system enhancements; ensures that recommended solutions are both technically current and meets all compliance rules. Maintains knowledge of procurement procedures and laws. Represents the agency before federal, state and local officials, legislative committees, senior managers and executives of other agencies concerning program activities.
Analyzes proposed legislative changes and any correspondence having a direct effect on TIMC operations. Prepares appropriate briefings and endorsements in response to legislative proposals and related correspondence. Develops and maintains user documentation for IT software systems within the Department. Performs other related duties as assigned by Executive staff.
Education:
Bachelor's Degree from an accredited college or university.
