Main Purpose of Job

We are seeking passionate individuals for the role of Community Detention Officer I, so come join our team and make a meaningful impact on youth and the community at DJS! The Community Detention Officer I plays a key role in supporting the Evening Reporting Center (ERC) by supervising and guiding youth in court-ordered alternatives to detention.

This role is ideal for a safety-minded professional dedicated to youth development and making a positive impact in the community. The ERC allows a youth to remain in the community pending a court appearance. Under this initiative, youth are placed in court ordered alternative to detention programs, as opposed to being placed in secure confinement. In addition, the court may order that some youth be placed in the ERC along with GPS, Community Detention, and/or Electronic Monitoring.

The ERC is also used as a Pre-Court service for cases that have been deemed minor in the intake process, flagged as possibly being resolved at the intake level, not forwarding the case to court. The ERC serves both the male and female populations in Baltimore County with a total capacity of 15-20 youth. Youth in the program are subject to enhanced treatment and supervision through daily attendance at the program.

The ERC is responsible for providing supervision and guidance to youth, while maintaining safety, care, and program continuity in accordance with established DJS policies and procedures. The ERC Community Detention Officer (CDO) will ensure that youth are abiding by program rules and conditions of the Court and the CDO will perform duties under general supervision. Additionally, the purpose of this position is to provide direct care coverage of the youth over the duration of the shift.

Minimum Qualifications
  • Education:

    Graduation from an accredited high school or possession of a high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.
  • Experience:

    One (1) year of experience supervising youth in a structured environment, such as in a recreation center or school setting, or in a juvenile services facility or community program.
  • Notes:
    • 1. The above educational requirement is set by the Maryland Correctional Training Commission in accordance with the Correctional Services Article, Section 8-209, Annotated Code of Maryland.
    • 2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Correctional Officer classifications or Correctional Officer specialty codes in the Miscellaneous Occupations field of work on a year-for-year basis for the required experience.

  • At least three (3) years of experience supervising youth in a structured environment, such as in a recreation center or school setting, or a juvenile services facility or community program.
  • Experience supervising youth in a juvenile facility.
  • Knowledge of the processes and procedures of the juvenile court system.
Licenses, Registrations and Certifications
  • Candidates appointed to positions in this classification must obtain certification by the Maryland Correctional Training Commission.
  • Employees in this classification may be assigned duties requiring the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
Special Requirements
  • In accordance with the Correctional Services Article, Section 8-209 of the Annotated Code of Maryland, the Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position.
