Position: NATURAL RESOURCES PLANNER III

Introduction

Main Purpose of Job

The Natural Resources Planner III will work within the Office of Recycling and be responsible for implementing circular economy and waste diversion actions.

Key responsibilities include:

  • Planning projects, preparing regulations, and conducting research to support the state’s waste diversion programs.
  • Promoting market development for recycled materials and identifying funding mechanisms for recycling infrastructure.
  • Updating guidelines and mapping systems for food residual waste diversion, overseeing compliance with the state’s food residual law, and assisting with paint stewardship and electronics registration programs.
  • Coordinating outreach with businesses and government agencies to gather feedback and promote best practices that support Maryland’s circular economy.
  • Preparing reports on recycling market development activities.
  • Operating a state vehicle as required and maintaining a driver’s license with no more than 5 points on the driving record.
Minimum Qualifications
  • Education
    :
    Bachelor’s degree from an accredited college or university in environmental science or natural resources planning, management, or development.
  • Experience
    :
    Three years of experience in natural resources planning or applied environmental science.
  • Candidates may substitute:
    • College degree in urban or regional planning, engineering, physical geography, or the physical, chemical, or biological sciences plus one year of related experience.
    • Master’s degree in natural resources planning, management, administration, development, environmental or urban planning, resource economics, environmental systems management, water or land resources planning, environmental landscape architecture, or the physical, biological, chemical, or environmental sciences for up to three years of the required experience.
    • U.S. Armed Forces military service as a commissioned officer in general natural resources management and biological sciences classifications or specialty codes, on a year‑for‑year basis, for the required experience and education.

  • Ability to understand the entire value chain, from material sourcing to consumption and infrastructure.
  • Exceptional verbal and written communication skills for detailed compliance reports and stakeholder engagement.
  • Capability to manage complex, cross‑departmental green transition initiatives.
