Main Purpose of the Job

Join Us in Making a Difference  lead level of professional work in the procurement of equipment, services, construction, supplies, information technology and other needs which must be obtained through the competitive procurement process, negotiated procurement process and other procurement methods. This position is under a Procurement Officer III (Supervisor) in the Procurement Division and ensures that DJS meets its procurement goals in accordance with COMAR Title 21 Procurement Regulations and the Office of State Procurement (OSP).

The position assigns, reviews, trains and monitors the workload of lower-level Procurement Officers and provides procurement technical interpretation, guidance and assistance in accordance with State laws and regulations.

Responsibilities include soliciting, evaluating, negotiating and awarding contracts, managing procurement processing, responding to vendor inquiries, developing and reviewing solicitation documents, and supporting the Services Unit.

Position Duties
  • Leads and provides instruction, direction and guidance to DJS staff involved in all procurement activities. Develops contract specifications including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals, and advertisement requirements in accordance with State procedures for procurement of services, supplies, equipment, real estate, construction, indefinite-quantity contracts, facilities maintenance, and commodities. Determines the basis for awards including evaluation criteria.
  • Manages procurement advertisements, distributes specifications to vendors, conducts vendor conferences, receives and secures bids or proposals, oversees evaluation and contract award. Reviews and approves requisitions submitted in FMIS and determines appropriate procurement methods.
  • Conducts pre-bid/pre-proposal conferences, site inspections, explains procurement requirements, establishes procedures and schedules, and conducts offeror discussions and contract negotiations. Represents the procurement Supervisor as needed.

This position is eligible to work a hybrid telework schedule and may require travel up to 10% of the time.

Minimum Qualifications

Experience: Six years of experience, including two years in contract management or procurement involving duties such as soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions, plus an additional four years of professional contract management or procurement experience.

  • Candidates may substitute certifications (e.g., CPPB, CPPO, CPSM, CPM-C/NP, etc.) for the additional four years of required experience.
  • Candidates for Option 1 may substitute a Bachelor’s degree and three years of related experience. Candidates for Option 2 may substitute a Bachelor’s degree and two years of related experience.
  • Candidates may substitute graduate education at the rate of thirty credit hours per year for up to five years of experience.
  • Military service experience as a commissioned officer or related procurement/financial management roles may substitute on a year-for-year basis.

  • Bachelor’s degree in Business Administration, Purchasing, Supply Chain Management, or related field
  • CPPB, CPPO, CPSM, or equivalent certification
  • Experience at a Maryland State agency as a procurement officer
  • Intermediate experience with FMIS, ADPICS, eMaryland Marketplace Advantage (eMMA), Google Suite and Microsoft Suite; familiarity with COMAR Title 21
