Responsibilities- Serves as the Supervisory Contract Specialist (Branch Supervisor) for a Depot Level Reparable (DLR) detachment site.
- Directs all procurement activities for the Branch which include pre-award, post-award, and contract administration management processes.
- Develops policies and procedures for work involving the evaluation of contract price proposals, advertising, negotiating, administering, and terminating contracts.
- Assigns, directs, and reviews for approval the work of subordinate associates.
- Provides training and guidance to associates with regard to procurement actions for which the Branch is responsible.
- Provides pricing advice on a broad variety of pricing-related issues in developing optimum contracting strategies.
- Provides pre- and post-award guidance pertaining to price and cost analyses, negotiation, and settlement support of contractor proposals and contracts.

- DoD Financial Management Level 3 certification within 2 years and maintenance of proficiency
- Mission Essential employee; may be required to work during emergencies and at various locations
- Basic Contracting Requirement: A baccalaureate degree from an accredited institution, or currently a civilian DoD employee or service member who occupied an 1102 contracting position with authority to award or administer contracts above the simplified acquisition threshold prior to 9/30/2000 (exclusions apply).
- Contracting Officer Requirement:
Must have at least 2 years of experience in a contracting position. - Specialized
Experience:
One year of specialized experience related to the duties of the position; to qualify for GS-13, specialized experience must be at the GS-12 level or equivalent. Include evidence of: - Analyzing difficult contracting issues and identifying alternative courses of action
- Solving contracting problems, including departures from previous approaches
- Experience as a Contracting Officer authorized to enter into and administer contracts through negotiations, bids, and competitive proposals
- Experience reviewing procurement requests for clarity, adequacy, and completeness
- Experience mentoring other contract specialists
- Experience reviewing, interpreting, and analyzing certified cost/pricing data and communicating with audit agencies
