Introduction
The Maryland Department of Commerce is seeking qualified applicants for Managing Director, Policy and Government Affairs within the Division of Policy & Stakeholder Engagement. This is a leadership position reporting to the Deputy Secretary of Policy and Stakeholder Engagement. This position is designated as a 'Political Special Appointment' and serves at the pleasure of the Appointing Authority.

Main Purpose of JobThe Managing Director is responsible for legislative and policy strategy, engagement, and implementation for the Department of Commerce. This position develops and advocates for legislative and policy proposals to advance economic growth and development in the State of Maryland in a manner that reflects the vision and priorities of the Governor and Commerce Secretary and that is informed by economic analysis, research, and engagement with Maryland's business leaders, economic development practitioners, and others.
The Managing Director engages regularly with members of the Maryland General Assembly, prepares and supports Department testimony in legislative hearings, and coordinates with Executive Branch departments and agencies and other stakeholders on matters relating to policy and government affairs.
The Managing Director garners support for the adoption of the annual legislative agenda and operating and capital budget priorities; sets procedures, standards and policies for Department response to legislative and executive branch inquiries during the legislative session and during the interim; and serves as the Department’s point person for government relations. The Managing Director’s responsibilities include the timely review of state and federal legislation;
development of legislative proposals to advance economic growth and development in the State; drafting legislative language and policy documents and providing input on proposed legislation and policies; tracking legislation; ensuring preparation and timely submission of legislatively mandated reports; editing and completing fiscal impact statement requests received from the Maryland Department of Legislative Services (DLS), the Department of Budget and Management (DBM), members and staff of the General Assembly, and others within the Executive and Legislative branches;
and ensuring timely response to all inquiries from the legislative branch. This position is also responsible for establishing and continuing to develop legislative relationships with elected officials and staff, and for monitoring live sessions of the Maryland General Assembly and committees and budget hearings. Some statewide travel is required, as are attendance at State conferences and some evening meetings.
Selected employee will have demonstrated experience in leadership, legislative and policy analysis and development, legislative engagement, managing personnel and setting performance goals, business needs assessment and strategic planning, and working knowledge of state government. Proven record of developing and advancing policy through the full legislative cycle. Possess excellent written, oral, and interpersonal communication skills, the ability to work with high‑level public and private sector officials, maintain effective working relationships, handle multiple concurrent high‑priority projects, and possess proficiency with the Microsoft Office Suite, Google Mail, and other relevant software.
Minimum Qualifications- Education:
Bachelor’s degree from an accredited four‑year college or university in Public Administration or Policy, Economics, Government, Business Administration or related field. - Experience:
At least 10 years of recent professional experience in policy analysis, economic development, legislation, and business. An equivalent combination of education and experience will be accepted.
- Five (5) years of legislative and/or policy affairs experience.
