Position: Lead Federal Fiscal Administrator (ADMINISTRATOR III SUPERVISOR)

Purpose of Job

The primary purpose of the Title IV-E Fiscal & Compliance Administrator is to manage, track, and ensure compliance with Title IV‑E funding related to foster care, adoption, guardianship, and prevention services. The role is responsible for all financial aspects of Title IV‑E funding from monthly, quarterly, and annual reporting and for the timely and accurate submission of claims.

Position Duties
  • Ensure all expenditures charged to Title IV‑E meet federal eligibility requirements and align with federal guidelines.
  • Maintain comprehensive and accurate documentation and develop internal controls for integrity and accessibility of all financial and programmatic data.
  • Submit Title IV‑E claims in a highly time‑sensitive and precise manner, compiling eligible expenditures, categorizing them correctly, and submitting claims through established electronic systems within specified deadlines.
  • Proactively identify and address potential areas of non‑compliance, conduct internal reviews, and ensure all necessary documentation is readily available.
  • Track expenditure patterns, identify trends, and provide insights into the financial health of the Title IV‑E program.
  • Respond to requests for program and financial information and documentation that supports and defends DHS's Title IV‑E program and claims in all audits and reviews.
Minimum Qualifications
  • Education:

    Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience:

    Six years of administrative staff or professional work.
  • Substitution 1:
    Up to four years of required experience may be substituted with 30 college credit hours from an accredited college or university for each year.
  • Substitution 2: A Bachelor’s degree from an accredited college or university and two years of required experience may substitute the required experience.
  • Substitution 3: A Master’s degree from an accredited college or university may substitute the required experience.
  • Substitution 4: U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher‑ranking commissioned officer on a year‑for‑year basis may substitute the required experience.

Preferred Qualifications
  • One year of experience managing, tracking, or ensuring compliance with federal or state grant funding for a human services allocation or child welfare funding streams.
  • One year of experience preparing complex financial reports and monitoring fiscal accountability.
  • One year of experience using Enterprise Resource Planning (ERP) financial software such as FMIS, RSTARS, or automated child welfare eligibility and tracking systems.
  • One year of experience serving in a supervisory capacity or as a lead worker.
Licenses, Registrations, and Certifications

Employees in this classification may be required to operate a motor vehicle. Employees assigned such duties must possess a valid motor vehicle operator’s license in the State of Maryland.
