Position: DJS COMMUNITY DETENTION OFFICER SUPERVISOR

Grade: 16

Location of Position: 530 N. Hilton Street, Baltimore, MD 21229 (Baltimore City)

Main Purpose of Job

Join us in making a difference at the Maryland Department of Juvenile Services (DJS). The DJS Community Detention Officer Supervisor will lead a statewide alternative to detention program that allows youth to be supervised in the community while awaiting court appearances. The supervisor ensures effective youth supervision, compliance, and collaboration with Community Detention Officers, law enforcement, and stakeholders.

Key Responsibilities
  • Assign caseloads and regional boundaries to ensure effective youth supervision and balanced workloads.
  • Work closely with Community Detention Officers to ensure appropriate and timely responses to youth noncompliance.
  • Process detention admissions related to noncompliance and public safety concerns for Director approval.
  • Maintain accountability of all assigned equipment in coordination with the Inventory Specialist.
  • Review and approve court reports prior to submission to ensure accuracy and completeness.
  • Meet regularly with supervised staff to review program operations, documentation, case activity, and compliance requirements, including vehicle inspections and caseload management.
  • Attend bi‑weekly supervisor meetings to support program alignment and communication.
  • Prepare reports for leadership regarding youth program adjustments and related needs.
Minimum Qualifications
  • Education: Graduation from an accredited high school or possession of a high school equivalency certificate acceptable to the Maryland State Board of Education.
  • Experience: Three years of experience providing supervision and guidance to juveniles in a court‑ordered community or home detention program.
  • Notes:

1. The educational requirement is set by the Maryland Correctional Training Commission in accordance with the Correctional Services Article, Section 8‑209, Annotated Code of Maryland.

2. Candidates may substitute two years of experience providing supervision and guidance to youth in a juvenile facility or juvenile services community program for one year of the required experience.

3. Candidates may substitute possession of an Associate of Arts degree in Criminal Justice or the social or behavioral sciences or sixty credit hours from an accredited college or university, including 15 credit hours in criminal justice or the social or behavioral sciences, for one year of the required experience. Transcripts should be included with the completed application to verify education.

4. Candidates may substitute U.S. Armed Forces military service experience as a non‑commissioned officer in Correctional Officer classifications or Correctional Officer specialty codes in the Miscellaneous Occupations field of work on a year‑for‑year basis for the required experience.

  • Bachelor’s degree in Criminal Justice, Social Work, Psychology, or a related field.
  • Experience supervising staff responsible for monitoring youth under court‑ordered supervision, including assigning work and overseeing performance.
  • Experience coordinating responses to youth noncompliance, including evaluating violations and initiating or recommending detention or other enforcement actions.
  • Experience reviewing and approving court reports or case documentation for accuracy, completeness, and compliance.
Licenses, Registrations and Certifications
  • Candidates appointed to positions in this classification must be fully certified by the Maryland Correctional Training Commission prior to appointment and are required to maintain certification while employed.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

  • U.S. Citizenship or Resident Alien status.
  • Must be at least 21 years of age.
  • Thorough background check, including fingerprinting and drug testing.
  • Oral interview.
  • Physical and psychological examinations.
  • Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09.
