Overview

The Maryland Department of General Services - Maryland Capitol Police is a full-service state law enforcement agency that enforces criminal and traffic laws in and around state-owned and leased facilities across the state. The agency’s mission is to provide a safe environment for visitors, employees, and government leaders at state facilities, and to protect people and property as a premier state law enforcement and security organization.

This is a Management Service position and serves at the pleasure of the Appointing Authority (at-will).

Title:

Deputy Chief of the Maryland Capitol Police, with the rank of Lieutenant Colonel. Reports to the Chief of Police. Responsibilities are diverse and require leadership, strategic thinking, and operational expertise. The Deputy Chief ensures effective management and enforcement of criminal and traffic laws, building security, infrastructure protection, safety of the legislative general assembly, protection of the Maryland State Capitol, management of demonstrations and rallies on capitol grounds, and resource management of the department.

The Deputy Chief assists the Chief of Police in developing and implementing policies, procedures, and programs to safeguard facilities, reduce crime, and promote sustainable practices. The role includes overall department management, supervising three Bureau Chiefs, and executive-level decisions regarding operational expenditures. Oversight covers patrols, investigations, and enforcement actions, with collaboration across other law enforcement and government agencies and community stakeholders.

• Developing and implementing strategic plans, policies, and procedures to ensure effective law enforcement operations; provide leadership to department heads and staff to achieve organizational goals.
• Overseeing the allocation of resources, budget management, and financial planning to support law enforcement activities.
• Collaborating with external stakeholders, government agencies, and community organizations to enhance public safety initiatives.
• Monitoring and evaluating the department’s performance, identifying areas for improvement, and implementing corrective actions as needed.
• Ensuring compliance with local, state, and federal laws, rules, regulations, and standards within the agency.
• Representing the agency at public events, meetings, and hearings to communicate critical messages and foster positive community relations.
• Staying informed about emerging trends, technologies, and best practices in law enforcement to drive innovation and continuous improvement.
• Handling sensitive and critical situations with professionalism, integrity, confidentiality, and other duties as assigned.

• Bachelor’s degree from an accredited college or university with major coursework in law enforcement, criminal justice, criminology, public administration, or a related field.
• Successfully completed Command School (FBINA, SMIP, FBI LEEDA, Northwestern School of Police Command, or equivalent).
• Ten (10) years of professional experience in law enforcement, with a minimum of five (5) years at a command level of police captain or higher.
• Proven leadership, innovation, and collaboration in a law enforcement agency; strong interpersonal, communication, and conflict resolution skills.
• Ability to work effectively in a geographically diverse and multicultural community.
• Valid driver’s license with a good driving record (verification during background check).
• Police Certification issued by MPCTC within six months of employment.
• Excellent oral and written communication and interpersonal skills to interact with diverse stakeholders, including other law enforcement agencies and public officials.
• Sound judgment and decision-making abilities in high-pressure situations.
• Ability to multitask and work independently in a fast-paced, high-demand environment.
• Proficiency in using technology and law enforcement databases; familiarity with budgeting, resource allocation, and strategic planning processes.
