Main Purpose of Job
The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. We are seeking a Procurement Officer II (Lead) position under a Procurement Officer III (Supervisor) in the Procurement Division. This role ensures that DJS meets its procurement goals in accordance with COMAR Title 21 Procurement Regulations and the Office of State Procurement (OSP).
The position assigns, reviews, train and monitors the workload of lower-level Procurement Officers.
This lead‑level professional work involves procurement of equipment, services, construction, supplies, information technology and other needs obtained through competitive, negotiated and other procurement methods. Employees develop solicitation documents, conduct procurement projects and provide technical assistance and training for facilities and area office staff under state laws. The role is responsible for soliciting, evaluating, negotiating and awarding contracts, managing procurement processing, responding to vendor inquiries, developing and reviewing solicitation documents, and serving as a key asset to the Support Services Unit.
PositionDuties
- Leads and provides instruction, direction and guidance to DJS staff involved in all procurement activities. Develops contract specifications including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals, and advertisement requirements in accordance with state procurement procedures, laws, and regulations for the procurement of all necessary services, supplies, equipment, real estate, construction, indefinite‑quantity contracts, facilities maintenance, and commodities.
Determines the basis for awards including evaluation criteria. - Manages the procurements advertisements, distributes specifications to vendors, conducts vendor conferences, receives, and secures bids or proposals, oversees the evaluation process and contract award, reviews and approves requisitions submitted in FMIS and determines appropriate procurement methods.
- Conducts pre‑bids/pre‑proposal conferences, site inspections, explains procurement requirements, establishes procurement procedures, schedules and conducts offerors discussion and contract negotiations. Represents the procurement Supervisor at various meetings upon the request of and in the absence of the Procurement Supervisor.
The position is eligible to work a hybrid telework schedule. It may require travel 10% of the time.
Minimum QualificationsExperience:
Six years of experience, two years of experience in contract management or procurement involving duties such as soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.
- Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management;
Certified Professional Contracts Manager from the National Contract Management Association;
Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience. - Candidates for Option 1 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and three years of experience in contract management or procurement involving duties such as soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.
