Position: POLICE OFFICER ENTRY LEVEL (Police Officer Trainee)

Introduction

The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non‑profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, and security and law enforcement for State buildings. DGS is also responsible for a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and overseeing the State procurement process.

GRADE

SLE 0001. Selected candidates will start at $37,237 per year. Upon completing the police academy and field training, the candidate will receive SLE 0002 / Step 9, $71,342 per year.

MAIN PURPOSE OF JOB

The Maryland Capitol Police Candidate Trainee position is the entry‑level law enforcement work within the Maryland Capitol Police. Employees in this class attend a Police Training Academy to learn how to enforce local, state and federal laws and departmental rules and regulations. Employees in this classification must attend the law enforcement academy, pass the required entrance level course, and are considered emergency essential personnel, available for duty at all hours.

POSITION

DUTIES

A Police Officer Trainee is an entry‑level role focused on learning to enforce laws and ensure public safety. Trainees work under close supervision and may be assigned various shifts, including nights, weekends and holidays, with potential call‑ins and overtime. The role progresses as follows:

  • Trainee – learns under close supervision.
  • Officer I – works under close or general supervision.
  • Officer II – performs full duties under general supervision.

Employees may be assigned to rotating or fixed shift schedules and are subject to call‑to‑duty in emergencies. Work may involve outdoor assignments in different weather conditions and frequent walking, standing, vehicle operation, and firearm use.

MINIMUM QUALIFICATIONS
  • Education:

    Graduation from an accredited high school or an accepted high‑school equivalency certificate.
  • Experience:

    None.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
  • Complete the Entrance Level Police Training Course during the probationary period.
  • Secure a Police Officer certification during the probationary period.
  • May be required to possess or obtain a special police commission.
SPECIAL REQUIREMENTS
  • Selection criteria for Police Officer certification:
    • U.S. Citizenship
    • Must be at least 21 years of age
    • Satisfactory background investigation, including a criminal history check
    • Oral interview
    • Physical and psychological examinations, truth verification, and drug test (COMAR )
    • Possession of a driver’s license valid in Maryland
  • Provide a reachable phone number for call‑in duty.
  • May be required to bear firearms and demonstrate proficiency periodically.
  • SELECTION PROCESS
  • Initial Contact – Confirm candidate interest and qualifications.
  • Fitness Testing – Physical fitness test, consisting of:
    • Push‑ups: 19 within 1 minute.
    • Crunches: 28 within 1 minute.
    • Supine stretch: 1.5 inches beyond toes.
    • 300‑foot dash: within 80 seconds.
    • Climb over a barrier.
    • Pull or drag 150 lb weight at least 15 ft.
    • Stair climbing – two flights up and down.
  • Application review – Assess candidate‑submitted materials.
  • Background check – Investigate suitability.
  • CVSA test – Computer Voice Stress Analysis.
  • Oral board interview – 3‑person panel.
  • Conditional offer – Provisional job offer.
  • Screenings – Psychological test, physical exam, drug screening.
  • Final offer – Official job offer upon passing screenings.
  • Training & certification – Field training, firearm qualifications, MPTSC certification.
