The position serves as DHS’s enterprise authority for contract oversight, providing governance, evaluation, and compliance assurance across all procurement activities. It ensures that the DHS Office of Procurement, Program Offices, and Local Departments of Social Services adhere to applicable procurement laws, regulations, policies, and contract monitoring requirements, including Maryland procurement requirements. By setting agency-wide standards, the role drives consistency, accountability, and risk mitigation for a procurement portfolio exceeding $1 billion annually.

It strengthens vendor‑management practices through policy guidance, training, audits, and development of standardized monitoring tools, while also reviewing and approving high‑risk deliverables to ensure uniform, compliant, and effective contract performance oversight.

• Ensure enterprise-wide contract monitoring compliance by directing, coordinating, and evaluating the agency’s contract monitoring governance and internal control framework in alignment with applicable procurement and compliance requirements; develop and disseminate analytical and narrative reports to support executive decision making.
• Serve as liaison between Office of Procurement, DHS leadership, Program Offices, LDSS, and Office of State Procurement (OSP) to ensure contract monitoring standards, compliance metrics, and performance expectations are implemented and sustained; provide compliance scorecards and escalation reports; develop and implement corrective action strategies and risk mitigation plans; identify compliance deficiencies and recommend enforcement actions including contract modifications, financial remedies, or escalation.
• Oversee development and training of agency staff and determine agency wide organizational compliance with contract monitoring and program staff on compliance tools, reporting requirements, and best practices; lead development and analysis of procurement and compliance reports including statewide reporting requirements and internal dashboards; provide subject matter expertise on COMAR Title 21, eMMA, and procurement systems; support audits, legal inquiries, and PIA requests.

• Graduation from an accredited high school or possession of a high school equivalency certificate.
• Six years of administrative staff or professional work experience.
• Substitutions: 30 college credit hours may substitute for one year of required experience, up to four years; a Bachelor’s degree and two years of experience may substitute for the required experience; a Master’s degree may substitute for the required experience; U.S. Armed Forces military service as a commissioned officer with staff work related to administration of rules, regulations, policy, procedures, or overseeing or coordinating unit operations may substitute for the required experience.

• One year of experience in contract monitoring and vendor performance management, including Contracting Officer’s Representative (COR) functions, with a proven ability to provide oversight and guidance on compliance activities performed by others.
