Main Purpose of Job
To serve as the statewide authority, technical expert, and Program Manager for Protective Services within the Social Services Administration (SSA), Office of Adult Services (OAS). This position holds primary administrative, operational, and regulatory enforcement oversight for the statewide Adult Protective Services (APS) and Adult Public Guardianship programs across all 24 local jurisdictions. Crucially, this position carries ultimate accountability for the strategic interpretation, statewide implementation, and strict compliance enforcement of federal APS guidelines and mandates.
POSITION DUTIES
Directs, interprets, and manages the statewide execution�of federal Adult Protective Services (APS) guidelines, serving as the Social Services Administration's primary authority on federal compliance. Leverages statewide data analytics from the CJAMS/MD�THINK platform to identify systemic compliance variances and programmatic deficiencies across jurisdictions, executing targeted remediation plans. Establishes comprehensive compliance monitoring�frameworks, programmatic metrics, and corrective action protocols for the 24 Local Departments of Social Services (LDSS) to ensure strict adherence to federal and state statutory mandates.
Serves as the Principal Liaison to the Administration for�Community Living (ACL) and other federal regulatory bodies, authorizing the submission of mandatory state�plans and performance data.
MINIMUM QUALIFICATIONS
Education:
Master's Degree from an accredited college or university in Social Work, Public Policy, Public�Administration, Health/Human Services, or a closely related behavioral science field.
Experience:
Five (5) years of professional experience planning, developing, conducting, or evaluating human�services, regulatory compliance, or quality assurance programs. Two years of this experience must be in a supervisory or managerial capacity overseeing professional staff.
DESIRED OR PREFERRED QUALIFICATIONS
Two years of experience drafting regulatory updates (such as state�administrative codes/regulations), executing binding policy directives, or interpreting federal program compliance mandates for legal/oversight alignment. Two years of experience utilizing enterprise-level data analytics platforms or�electronic case management systems to monitor program quality assurance, track performance metrics, and execute targeted remediation plans. Two years of experience managing programmatic or unit-level budgets� tracking�external vendor/university training contract expenditures, and enforcing federal grant parameters.
