Join the Maryland Energy Administration (MEA) as we transform energy for the State of Maryland. The mission of the MEA is to promote clean, affordable, reliable energy and energy-related greenhouse gas emission reductions to benefit Marylanders in a just and equitable manner. We are seeking a Director, Government Affairs to direct MEA’s legislative efforts.

Position Responsibilities include but are not limited to:
  • Oversee and direct all agency legislative initiatives
  • Drafting and developing bills, amendments, and testimony before the General Assembly
  • Advocating and engaging with legislators, the Governor’s office, peer agencies, and other stakeholders to advance agency objectives
  • Tracking bills, legislative actions,and reporting session actions
  • Policy advisemento Advising the Governor and MEA Director on federal, state, and local energy/environment policies
  • Providing counsel on inquiries connected to proposed or implemented federal, state and/or local legislation
  • MEA representation for legislative collaboration opportunities
  • Attending intergovernmental meetings and events
  • Manage program/policy implementation negotiations with energy stakeholders
  • Other Tasks assigned to support state and agency priorities.
Minimum Qualifications:
  • JD or Master’s Degree in energy policy, economics, public policy or related field
  • Five (5) Years of Experience working on energy or related policy matters
  • Two (2) Years of Experience participating in legislative session
  • Excellent speaking, presentation, writing, and analytical skills
Preferred Qualifications:
  • Demonstrated leadership experience in policy advisement
  • Ability to effectively collaborate with internal/external stakeholders
  • Proficiency in time management, organization skills and deadline adherence
Position Location:

A hybrid remote telework and in-office schedule is available per the policies of the Maryland Energy Administration and State of Maryland, which may change from time to time. Currently, this position requires the candidate to be present in the office several days per week. In addition, the individual must be available in person other times as needed to perform certain job functions.

This position follows a hybrid work schedule, with mandatory in-office attendance at the Maryland Energy Administration (MEA) office in Baltimore, MD, every Tuesday and Wednesday.

U.S work authorization is required. MEA does not provide sponsorship opportunities.

Salary:

This is a State PIN employee position.
Grade 21.

PIN employees are eligible for state employment benefits including health benefits and leave. Additional information about these benefits is available upon request. Salary commensurate with experience and is in the range of $120,491-$127,868 annually.
