Duties
* Manage the District's multi-million dollar contracting program for single and multiple purpose civil works water resources projects; military design and construction projects, environmental restoration, hazardous toxic and radiological waste.
* Develop long range organizational plans and goals through subordinate organizational chiefs, assign work to subordinates, determining work schedules and priorities.
* Implement contracting laws, higher authority directives and policy, develop and issue local guidance.
* Serve as a member of various boards (Corporate Board, District Acquisition Strategy Board, etc.) to ensure contracting commitments are met.
* Represent the District in meetings with officials from other districts, higher echelons, contractors, and other agencies. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
* This position requires participation in the Department of Army Drug-Free Federal Workplace Program to include passing a urinalysis drug testing prior to appointment and passing random urinalysis drug testing after appointment.
* Temporary Duty (TDY) or business travel of 15% of the time may be required.

Degree:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption:
You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized
Experience:
One year of specialized experience which includes (1) Applying highly developed professional knowledge of the theories and principles of contracting to execute contracting program for organization; (2) Administering contracts for Construction, Architect and Engineering, Environmental, Services, and Supplies; (3) Developing strategies to maximize benefit to the Government (i.e., reducing Government risk, selecting proper contract type, decreasing contract cost, increasing value); and (4) Implementing team building strategies and methods to maximize team members's potential and productive work environment to meet mission goals.
