LOCATION OF POSITION

Maryland Department of the Environment Coordinating Offices Emergency Response Division 1800 Washington Blvd. Baltimore, MD 21230

Main Purpose of Job

The Haz-Mat Emergency Response Officer II will respond to and mitigate hazardous materials incidents, petroleum releases, and other environmental emergencies for the purpose of protecting human health and the environment. The incumbent in this position will work with local, state, federal and private industry to minimize the impact of hazardous materials or petroleum releases. The incumbent will also be responsible for initiating the enforcement process and working with responsible parties to ensure future compliance.

This position involves the following working conditions:

  • Exposure to uncomfortable or unpleasant surroundings.
  • Exposure to hazardous conditions which may result in injury.
  • Physical demands such as lifting 50 pounds or more, climbing ladders etc.
  • Required use of protective equipment such as goggles, gloves, masks, etc.

The incumbent will be required to drive a State vehicle. If you hold an out-of-state driver’s license, you must provide a certified copy of your driving record from the issuing state’s Motor Vehicle Administration at the time of hire. All individuals must maintain a driver’s license with no more than 5 points on their driving record to operate a State vehicle.

MINIMUM

QUALIFICATIONS

Education:

Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

Two years of full-time work conducting hazardous materials and petroleum spill containment or directing spill clean-up.

Notes:

  • Candidate may substitute additional experience or experience in the control or disposal of toxic waste or hazardous materials on a year-for-year basis for the required education.
  • Candidate may substitute education at an accredited college or university, including twelve credit hours in physical, natural or environmental science or emergency services, at the rate of thirty credit hours for each year of required experience.
  • Candidate may substitute U.S. Armed Forces military service experience as a non-commissioned officer in industrial hygiene classification or industrial hygiene specialty codes in the hazardous material/hazardous waste field of work on a year-for-year basis for the required experience.
SELECTIVE QUALIFICATIONS

Hazardous Materials Technician-Level certification (NFPA 472 or NFPA 1072) is required for this position. Applicants must provide documentation verifying possession of the applicable certification(s) by uploading the documentation with their application or emailing it as instructed in the job announcement. This certification is required to perform the duties of the position.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience responding to or participating in hazardous materials incidents involving chemical spills, releases, or emergency response activities.
  • Possession of OSHA 29 CFR  (HAZWOPER) certification.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
  • Employees in this classification may be assigned duties which require the operation of motor vehicles, including commercial vehicles. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
  • Prior to appointment, candidates for positions in this classification must present written verification of competency in the areas specified in the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the federal Occupational Safety and Health Administration web site.
  • Employees in this classification must maintain competency in the areas specified in the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.
SPECIAL REQUIREMENTS
  • Employees in this classification are subject to substance abuse testing in accordance with the Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
  • Employees in this classification are subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.
