The main purpose of this full-time position will be to provide organizational, administrative and policy support to the Director of the Office of Regulation and Policy Coordination. The Office of Regulation and Policy Coordination sits within the MDH Office of the Secretary with the Director as a direct report of the MDH Deputy Chief of Staff. The Office of Regulation and Policy Coordination is a parallel to the MDH Office of Governmental Affairs.
The Office of Regulation and Policy Coordination provides regulatory and policy support for all of the Department’s regulatory and policy activities including Maryland’s Medicaid Program, all Public Health Programs, the Office of Health Care Quality, the Developmental Disabilities Administration, the Behavioral Health Administration, and all of Maryland’s health occupations licensing boards. This role is meant as the primary administrative and policy analysis support for the Director.
This position will support the Director in creating, modifying, refreshing, or retiring appropriate Code of Maryland Regulations (COMAR) based on legislative or policy changes. This position will also collaborate with units across MDH to research, recommend, and draft health policy, guidance, and regulations impacting Marylanders. Additionally, this position will lead initiatives to implement system-wide changes as delegated by the Director.
This position is critical for the administrative and day-to-day aspects of successful promulgation of regulations. These activities directly support MDH’s ability to ensure compliance with evolving federal and state legislation and associated regulations.

- Education:
Graduation from an accredited high school or possession of a high school equivalency certificate. - Experience:
Six years of administrative staff or professional work. - 1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
- 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
- 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
- 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
- A Master's degree; preferred but not required
- Experience with and understanding of the State's regulatory process
- Experience and proficiency in Microsoft Office Suite and Google Workspace applications
