Contract Management Officer; Procurement Officer

This Contract Management Officer (Procurement Officer I) position with the Maryland Department of Health performs professional procurement work for commodity, equipment, solicitations, contracts, and services exceeding delegated authority limits. The role ensures compliance with State Finance and Procurement regulations and various policies established by state oversight bodies. The position is hybrid telework eligible and is located at the MDH Office of Contract Management Procurement in Baltimore.

• Six years of experience in contract management or procurement, including at least two years involving solicitation, evaluation, negotiation, and contract award with knowledge of governmental procureme
• Experience in contract administration and managing complex, multi-stakeholder agreements in regulated environments
• Healthcare-related contract experience, particularly with Medicaid, public health, or rural health service delivery
• Strong analytical skills with ability to translate programmatic needs into clear procurement and contract requirements
• Experience coordinating across multiple stakeholders including program offices, finance teams, legal counsel, and external vendors
• Problem-solving ability in complex regulatory environments with risk mitigation expertise
