Administrative Officer III; Child & Youth Program Coordinator

Introduction

The Maryland Military Department is seeking a candidate for the position of Child and Youth Program Coordinator. This position will be contractual and 100% federally funded. The longevity of this role will be determined based on federal funding availability. This role follows a compressed work schedule, Tuesday through Friday, 6:30 a.m. to 5:00 p.m. Occasional attendance may be required on the weekend for military events.

This position provides operational, educational, and administrative support for the Maryland Army National Guard Child and Youth Services (CYS) Program under a Cooperative Agreement (CA) with the Maryland National Guard. Under the supervision of the Lead Child & Youth Program Coordinator (CYPC), this position executes evidence based life skills and resilience training, deployment cycle support, youth council sponsorship, community outreach, and administrative reporting for school aged ARNG dependents ages 6-18.

• Coordinate education and youth development for school aged ARNG dependent
• Formulate and execute annual state-specific marketing plans
• Serve as the adult lead sponsor for Maryland National Guard Youth Council.
• Identify, train and mentor youth delegates.
• Conduct life skills and resilience building activities for school aged ARNG dependents.

• Graduation from an accredited high school or possession of a high school equivalency certificate.
• Three years of administrative staff or professional work.
• Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.
• Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
• Candidates may substitute U.S. Armed Forces military service experience involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

• Two (2) or more years of experience planning, organizing, and facilitating structured educational, resilience, or life-skills programs for school-aged children and youth (ages 6–18).
• Experience formulating and executing marketing plans, outreach initiatives, or social media promotion for community or youth programs.
• Experience tracking participant metrics, compiling survey data, and writing activity reports or After-Action Reports (AARs) for community or youth groups.
• Active CPR and First Aid certifications at the time of application.

Common Access Card (CAC) required. This position will require the ability to pass a Federal background check in addition to a State background to access several readiness centers and military posts, and federal systems that require the use of the CAC. The ability to obtain and maintain access to the facility and CAC is a condition of employment for this position.

This position will require the ability to pass a State & Federal background check to access military facilities within the state of Maryland. Being able to access these facilities is a condition of employment for this position.

This position is not subject to Bargaining MOU's.
