Administrator Supervisor; Lead Child & Youth Program Coordinator

Introduction

The Maryland Military Department is seeking a candidate for the position of Lead Child and Youth Program Coordinator. This position will be contractual and 100% federally funded. The longevity of this role will be determined based on federal funding availability. This role follows a compressed work schedule, Tuesday through Friday, 6:30 a.m. to 5:00 p.m. Occasional attendance may be required on the weekend for military events.

This position serves as the primary subject matter expert, program administrator, and supervisor for the Maryland Army National Guard (MDARNG) Child and Youth Servies (CYS) Program. This position exercises administrative oversight over statewide CYS operations under the Cooperative Agreement (CA) between the Maryland Military Department and the National Guard Bureau (NGB), supervises subordinate contractual CYS staff, formulates the annual program budget and strategic operational places and ensures program statutory, regulatory, and policy compliance for all deployment and steady-state phases.

• Direct, plan, organize and review the work of the state contractual Child and Youth Program Coordinator.
• Supervise the Child and Youth Program Coordinator.
• Formulate, justify, and manage the annual State CYS budget, marketing plan and yearly training plan.
• Serve as the authoritative state SME on DoD, Army, and NGB regulatory requirements for youth services, child abuse prevention and program directives.
• Direct inter-agency coordination with various entities.

Education:

Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

Four (4) years of administrative staff or professional work experience.

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four (4) years of the required experience.

2. Candidates may substitute a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to administration, rule/policy interpretation, or overseeing/coordinating unit operations on a year-for-year basis.

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland with less than 5 points to operate a state vehicle.

2. Master Trainer Certification within 10 months of hire.

3. Active CPR/ First Aid certification.

Common Access Card (CAC) required. This position will require the ability to pass a Federal background check in addition to a State background to access several readiness centers and military posts, and federal systems that require the use of the CAC. The ability to obtain and maintain access to the facility and CAC is a condition of employment for this position.

This position will require the ability to pass a State & Federal background check to access military facilities within the state of Maryland. Being able to access these facilities is a condition of employment for this position.
