JOB SUMMARY

The Baltimore City Health Department (BCHD) is seeking a Division Chief Medical Officer (CMO) to serve as the principal medical and public healthadvisor for the Division of Population Health and Disease Prevention nded in 1793, BCHD is the oldest health department in the country, with around 800 employees and an annual budgetof around $200 million, that aims to protect health, eliminate disparities, and ensure the well-being of everyone in our community through education, advocacy, and direct service delivery.

BCHD’s wide-ranging responsibilities include maternal and child health, youth wellness, schoolhealth, aging services, animal control, restaurant inspections, violence prevention, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention. The Division CMO position requires an agile physician leader who can provide executive-level guidance on clinical, operational, and public health matters to advance BCHD’s mission of protecting the health and wellbeing of Baltimore City residents.

This executive position will partner with the Deputy Commissioner and Assistant Commissioners in leading dedicated teams responsible for clinical operations, strategic initiatives, and cross sector collaborations designed to improve population health outcomes.

ESSENTIAL FUNCTIONS
  • Supervise, coordinate, and manage the activities of all clinics within the division, including overseeing clinic leadership, providing medical oversight of clinical operations, establishing policies and procedures as needed, coordinating with state and local partners, and ensuring compliance with funder requirements. This also includes regular meetings with the medical directors and clinic managers, receiving updates on clinic activities, escalating relevant issues to BCHD leadership in a timely manner, addressing urgent issues in the clinics, and providing oversight of programming, including outbreak investigations.
  • Implement a long-term vision for clinical services, including planning for future needs and services.
  • Lead the expansion of clinical services based on public health and community clinical needs.
  • Evaluate existing resources and obtain additional resources (funding, staff, etc.) as needed to provide clinical services.
  • Stay up to date on state-of-the-art, innovative clinical services in the fields of STIs and infectious diseases to ensure the best possible care is provided to patients.
  • Ensure the division applies for appropriate local, state, and federal funding.
  • Ensure all funder-required reporting is complete and submitted in a timely manner.
  • Ensure appropriate budgeting for staff salaries, clinic supplies, and other essential activities.
