Main Purpose of JobThis position is responsible for supervising the day-to-day operations of the Modified Adjusted Gross Income (MAGI)/Maryland Children’s Health Program (MCHP) Unit within the Division of Eligibility Policy. This includes inquiries into Medicaid policies, responding to customer inquiries on behalf of MDH for both Non-MAGI and MAGI cases, assigning and tracking specific advanced casework activities, liaison with headquarters and local offices for the Department of Human Services cases, liaison with the MDH Office of the Inspector General for fraud and over payment cases, and liaison with the Office of the Attorney General for appeals and high-level customer complaints and incoming general inquiries about Medicaid that need to be referred to the appropriate office.
This position is responsible for assisting the manager with the development, analysis, and revision of Federal and State laws, regulations, and policies that form the basis for the MAGI/MCHP and MCHP Premium eligibility regulations and applying them to the development, interpretation, or enforcement of Maryland’s MAGI/MCHP and MCHP Premium eligibility policies. The Unit is also responsible for coordinating, reviewing, and processing grant applications for 24 local health departments for grant money totaling over $9.5 million.
QUALIFICATIONS
Experience:
Eight years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs.
One year of this experience must have been in a medical assistance program.

Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs for the required experience.
- 1. One year of this experience must have been in a medical assistance program.
- 2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in the related field of work for the required experience.
- 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Operational Analysis classifications or Health Services Management specialty codes in the health-related field of work on a year-for-year basis for the required experience.
The desired candidate should possess the following:
- Demonstrated experience analyzing, interpreting, and applying federal and State regulations governing Modified Adjusted Gross Income (MAGI), the Maryland Children’s Health Program (MCHP), and MCHP Premium eligibility.
- Experience reviewing, processing, and monitoring local government or public health grants (specifically working with local health department budgets and grant deliverables).
- Direct experience supervising or leading staff, assigning casework, conducting performance evaluations, and training staff on complex policy matters.
- Experience acting as a liaison with external stakeholders such as, the Department of Human Services (DHS), the Health Benefit Exchange (MHBE), the Centers for Medicare & Medicaid Services (CMS), the Office of the Inspector General (OIG), or the Office of the Attorney General (OAG), to resolve high-level appeals, fraud cases, or complex eligibility issues.
