Job SummaryThe Grant Services Specialist III (GSS III) serves as project manager and coordinator for department-wide workforce retention initiatives. Under the direction of the Administrative Data Executive, the position coordinates the development, implementation, monitoring, and evaluation of the Department's Retention Plan and serves as the central point of coordination among Human Resources, Recruitment, Education & Training, Operations, Fiscal Services, and Executive Leadership.
EssentialFunctions
- Coordinate the development, updating, and implementation of the Department's comprehensive Retention Plan.
- Develop project timelines, work plans, milestones, and implementation schedules.
- Facilitate retention work groups and cross-functional meetings with internal and external stakeholders.
- Research national best practices related to law enforcement recruitment, retention, employee engagement, wellness, and workforce development.
- Draft reports, presentations, briefing materials, policies, and recommendations for executive leadership.
- Track implementation progress and identify barriers to achieving retention objectives.
- Serve as project manager for retention initiatives and special workforce planning projects.
- Coordinate activities across multiple bureaus, divisions, and external partners.
- Monitor project deliverables, deadlines, risks, and resource requirements.
- Maintain project documentation, meeting notes, action items, and implementation trackers.
- Prepare status updates and executive briefings for command staff and city leadership.
- Develop and maintain retention performance measures, dashboards, and reporting tools.
- Track workforce trends including hiring, attrition, retirements, promotions, transfers, and academy completion.
- Conduct analysis of employee survey results, exit interviews, stay interviews, and workforce feedback.
- Identify emerging trends and develop data-informed recommendations.
- Support workforce forecasting and succession planning efforts.
- Coordinate data collection and reporting from multiple internal systems.
- Coordinate retention‑related work groups, focus groups, and employee feedback sessions.
- Collaborate with Human Resources, Recruitment, Training Academy personnel, supervisors, and executive leadership.
- Support communication strategies related to employee engagement and retention initiatives.
- Assist in developing employee recognition and retention programs.
- Support grant‑funded workforce initiatives and reporting requirements.
- Monitor project budgets, deliverables, and performance metrics when applicable.
- Assist with grant applications and program evaluations related to workforce development and retention.
- Education
:
Bachelor's degree from an accredited college or university in public administration, public policy, business administration, human resources management, organizational leadership, data analytics, statistics, economics, criminal justice, sociology, psychology, management, information systems, or a closely related field. - Experience
:
Four (4) years of progressively responsible professional experience in program management, workforce planning, strategic planning, organizational development, human resources, grants management, performance management, data analytics, public administration, or a closely related field. - At least one (2) year of experience leading projects, coordinating cross‑functional initiatives, or supervising professional staff.
- Equivalency: an equivalent combination of education and experience may satisfy the above requirements.
