Join the National Institutes of Health as an IT Specialist (Systems Analysis) to design, implement, and manage IT systems. Translate user needs into technical solutions; develop and maintain interfaces; monitor, troubleshoot, and optimize performance; and ensure data protection compliance while advising stakeholders on capabilities, costs, and best practices.

• Completed a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the aforementioned fields and required the development or adaptation of applications, systems or networks; or 3 full years of progressively higher level graduate education leading to such an equivalent doctoral degree;

• At least 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector performing one of the following tasks: performing computer systems analysis, programming, and procedure development; analyzing the impact of new or enhanced approaches to delivering IT services; conducting feasibility studies of proposed system changes; performing phases of an IT systems implementation project;
  
  advising management on project phases.

• At least 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector performing one of the following tasks: planning and directing the installation of proposed systems; evaluating the systems cost effectiveness and performance; developing application systems design and systems requirements specifications for implementation; providing technical direction to employees for the development of projects, and representing the organization in meetings with stakeholders.

• At least 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector performing one of the following tasks: planning and directing the installation of highly specialized systems in a major IT functional area; translating management objectives/directives into systems requirements; managing a major IT implementation project process through all phases;
  
  assessing the feasibility of proposed systems; and collaborating with stakeholders to determine system adequacy.
