Program Manager CRISP

We are hiring a Program Manager CRISP for one of our clients in Baltimore, MD.

The Program Manager leads the successful delivery of complex IT projects by overseeing project governance, planning, execution, budgeting, risk management, quality assurance, stakeholder engagement, and overall project performance.

• Manage end-to-end project delivery, including schedules, milestones, budgets, resources, and vendor deliverables.
• Identify, assess, and mitigate project risks, issues, and dependencies.
• Facilitate stakeholder meetings and manage cross‑functional communications.
• Ensure projects are delivered within scope, schedule, budget, and quality standards.
• Lead data migration, system integration, testing, User Acceptance Testing (UAT), and implementation activities.
• Ensure compliance with SDLC/Agile methodologies, security, and regulatory requirements.
• Prepare project plans, status reports, risk logs, and other project documentation.
• Manage vendor performance, issue escalation, and organizational change management activities.
• Drive process improvements, operational efficiency, and enterprise digital transformation initiatives.
• Foster collaboration and high performance across project teams.

• Bachelor's degree in Engineering, Computer Science, Information Systems, Business, or a related field.
• Project Management Professional (PMP) certification required.

• 10+ years of project management experience.
• 8+ years managing complex IT development projects.
• 5+ years applying PMI PMBOK methodologies.
• Experience leading organizational change management initiatives across multiple stakeholder groups.
• Minimum 2 years of healthcare or public sector technology project management experience.

• Strong leadership, communication, negotiation, and stakeholder management skills.
• Expertise in project planning, budgeting, scheduling, risk management, and quality assurance.
• Experience with SDLC/Agile methodologies, system integration, data migration, QA/QC, and UAT.
• Excellent analytical, problem‑solving, and decision‑making abilities.
• Proven ability to lead enterprise modernization and digital transformation programs.

• Experience managing large‑scale government or regulated IT projects.
• Experience supporting major enterprise IT modernization initiatives.
• Experience with health information exchange integrations or similar enterprise integration platforms.
