Position: Assoc General Counsel Healthcare & Research/Compliance (VP & General Counsel Administration)

Johns Hopkins University is seeking a highly skilled and self-motivated Associate General Counsel, Healthcare & Research / Compliance
. This attorney will act as a legal advisor to the Johns Hopkins School of Medicine (JHUSOM), an academic division of Johns Hopkins University. This attorney will work across both the Healthcare & Research Practice Group and the Compliance Practice Group within the Office of the Vice President and General Counsel (OGC). This position’s primary assignment will be to the Healthcare & Research Practice Group, reporting to the Sr.

Associate General Counsel and Practice Group Leader for Healthcare & Research.

The Associate General Counsel will work closely with the JHUSOM Compliance Office, collaborating with the Executive Director of Educational Program Compliance and JHUSOM Dean’s Office. This position will be responsible for providing legal advice and counsel on a wide range of compliance matters that arise in the healthcare, labor and employment, and student affairs contexts, with an initial primary focus on compliance related to educational programs, educational activities, and institutional resource groups under Title VI, Title VII, Title IX, and Section 1557.

The Associate General Counsel will be knowledgeable in federal and state nondiscrimination and employment laws and regulations as well as laws and regulations applicable to an academic medical center, such as those impacting students, residents, fellows, interns, and other learners involved in medical educational programs and activities as well as institutional resource groups.

Specific Duties & Responsibilities
  • Provide advice and counsel regarding the development and implementation of compliance policies, procedures, guidelines, recruitment and training materials to ensure JHUSOM residency, fellowship and visiting electives programs, graduate programs, summer internship programs, and pathways programs are in compliance with applicable federal, state, and local laws, guidance, and university policies and procedures.
  • Conduct legal risk assessments of SOM educational programs and serve as legal advisor to the Executive Director of Educational Program Compliance to identify and mitigate exposure across SOM activities.
  • Provide advice and counsel on a broad array of healthcare compliance matters, working closely with the JHUSOM Dean’s Office and Human Resources as appropriate.
  • Draft, review and refine JHUSOM policies, procedures, and rules impacting faculty, staff and students and advise university constituents with identifying, assessing, and mitigating areas of potential risk of non-compliance with applicable law and policy requirements.
  • Coordinate response to governmental or external investigations, audits, and inquiries regarding compliance with the laws, regulations, and policies governing JHUSOM educational programs and activities, including conducting internal fact-gathering efforts and managing outside legal counsel.
  • Provide strategic legal coordination across JHUSOM educational programs and resource groups and other colleagues of the Office of General Counsel, ensuring consistency in guidance and assistance between JHUSOM and university programs and activities.
  • Advise on and lead training for faculty and staff regarding a variety of matters, including institutional policies, federal and state law and regulations.
Minimum Qualifications
  • Juris Doctor (JD) from an accredited law school.
  • Five years of experience in the areas of nondiscrimination law and/or labor and employment law.
  • Must be licensed to practice law in at least one U.S. jurisdiction. If not licensed in Maryland, must be eligible for admission within twelve (12) months.
  • Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
