The University of Maryland, Baltimore has an exciting opportunity for a Civil Rights Resolutions & Title IX Investigator (Equity, Access, and Compliance Investigator) to continue creating and maintaining a campus environment free from all forms of discrimination and harassment, including all forms of sexual harassment and violence. The Compliance Investigator will conduct prompt, thorough and impartial investigations, which includes preparing strategic investigation plans, identifying and interviewing witnesses, identifying and securing relevant documentation and evidence, analyzing the information and evidence gathered, preparing investigation memoranda and reports, and maintaining investigation files.

The Compliance Investigator will utilize case management programs (currently Ethics Point) to document investigation activities and case milestones.

Primary Duties
  • Investigates compliance complaints, including discrimination and harassment, filed by students, staff, faculty or visitors in compliance with federal and state laws and University policies and procedures from inception to findings. This includes creating a strategic investigative plan, conducting and memorializing witness interviews, making credibility assessments, identifying and securing documentation and other evidence, preparing and presenting memoranda of findings and appropriate supporting documents, and communicating with the parties while protecting the neutrality, integrity, and privacy of the investigation.
  • Provides ongoing updates regarding the status of complaints and investigations to the Executive Director of Civil Rights Resolutions & Title IX Coordinator and appropriate University employees assisting with the University’s response.
  • Works closely with the Executive Director of Civil Rights Resolutions & Title IX Coordinator in reviewing and synthesizing allegations to determine applicable interim measures.
  • Assists with the preparation and maintenance of statistical, demographic, and subject matter data related allegations of civil rights violations.
  • Utilizes case management programs (currently Ethics Point) to document investigation activities and case milestones. This includes being responsible for keeping thorough, accurate, and comprehensive records related to all assigned case investigations.
  • Responsible for effective collaboration and communication with key stakeholders and partners.
  • Identifies and assesses potential root causes and champions awareness and remediation of the same.
  • Engages in education, outreach, social media creation and maintenance, and other programming and presentations to engage and support the UMB community in proactively addressing civil rights concerns and resolution pathways.
  • Performs other related duties as assigned.
Education

Bachelor's degree (Master's degree or Juris Doctorate preferred) or equivalent certification in a relevant field such as Education, Law Enforcement, Legal Studies, Health, or Human Services.

Experience

Four (4) years of relevant experience conducting investigations preferably in a higher education setting. Work experience in researching investigations for a civil rights program (e.g., Title IX) particularly in a higher education setting preferred.

Certification / Licensure

Certified Title IX Investigator through ATIXA within six months of employment. Title IX Coordinator through ATIXA within one year of employment. Certification for both Title IX Investigator and Level One Title IX Coordinator through ATIXA preferred.

Other

Knowledge of government regulations that pertain to students, faculty and University staff, such as Title IX Section 504, the Americans with Disabilities Act, and other anti-discrimination laws and regulation.

Clery Act designated job as campus security authorities (CSA) member and will comply with Clery Act requirements.

Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience.
