Agency Buyer I – Terminal/Maintenance Supply Division
The Maryland Port Administration (MPA) is a 203‑employee transportation business unit within the Maryland Department of Transportation (MDOT) that serves as the public face of the Port of Baltimore. MPA is responsible for increasing waterborne commerce and supporting the state’s supply chain. The Agency Buyer I position supports MPA’s material management operations by purchasing, receiving, storing, distributing, and disposing supplies, materials, and equipment.
Responsibilities- Direct and supervise the procurement operations within the Terminal/Maintenance Supply Division.
- Prepare and review final requisitions for all supplies, materials, equipment, and service contracts, ensuring accurate recording in the State Purchasing system.
- Issue and maintain inventory of supplies and materials for maintenance and shop personnel.
- Oversee the operations of office and storeroom personnel related to the purchasing section.
- Secure bids and award contracts for merchandise purchased outside the Purchasing Bureau.
- Minimum of 11 paid holidays and 27 days of leave annually (personal, vacation, and sick).

- Continued training and development offered by MPA.
- Tuition reimbursement available per MPA policy.
- High school diploma or equivalent certificate.
- Five (5) years of experience in receiving, storing, issuing, purchasing, and requisitioning supplies, materials, and equipment; at least three (3) of those years must include supervisory or management responsibility, or final responsibility for purchasing and requisitioning.
- Valid Maryland motor vehicle operator’s license required for duties involving operation of a motor vehicle. Applicants must list license number and expiration date on the application.
- Transportation Worker Identification Credential (TWIC) required to gain unescorted access to MPA facilities.
