MARYLAND TRANSIT ADMINISTRATION DOT Procurement Officer II (4882)
Overview: The Maryland Transit Administration (MTA) Office of Procurement is recruiting for a DOT Procurement Officer II. This position plays a critical role in MTA’s business goals by managing complex procurements—including Invitation for Bid (IFB), Request for Proposal (RFP), sole source, intergovernmental cooperative agreements, and emergency procurements—to support capital and operational projects involving transportation equipment, services, construction materials, supplies, and information technology.
Responsibilities:- Plan, solicit, evaluate, negotiate, and award contracts in compliance with federal, state, and local procurement laws and regulations.
- Prepare procurement documents and coordinate with stakeholders to ensure effective contract delivery.
- Maintain accurate records of procurement activities and performance metrics.
- Provide guidance to other MTA staff on procurement procedures and compliance.
- Receive general supervision from a Procurement Manager I or designated administrator; no supervisory duties.
- Education: Bachelor’s degree from an accredited college or university.
- Experience: Minimum two (2) years in contract management or procurement, including soliciting, evaluating, negotiating, and awarding contracts.
- Substitution options:
- Professional contract or procurement experience can replace required education on a year‑for‑year basis.
- Certifications such as Certified Purchasing Manager (Institute for Supply Management), Certified Professional Contracts Manager (National Contract Management Association), Certified Public Procurement Officer, or Certified Professional Public Buyer (Universal Public Purchasing Certification Council) can substitute for the required education.
- Additional graduate education may substitute at the rate of thirty credit hours per year of required experience.
- U.S. Armed Forces commissioning in contracting, industrial management, logistics specialist, or related procurement/financial roles may substitute for required experience and education on a year‑for‑year basis.

None.
Additional Information:Employees must adhere to all safety rules, policies, and personal protective equipment requirements. Safety meetings should be attended, and hazards, unsafe acts, near misses, injuries, and accidents must be reported immediately to the Office of Safety and supervision. Willful violations of safety procedures, reckless or negligent behavior, criminal activity participation, and drug or alcohol misuse may lead to disciplinary action up to termination.
