Overview
The Maryland Aviation Administration (MAA) is the owner & operator of Baltimore/Washington International Thurgood Marshall and Martin State Airports. MAA is accepting applications for Purchasing/Materials Manager (DOT Procurement Manager I) within the Office of Procurement & Materials Management at the BWI Marshall Airport. This role oversees procurement of commodities, equipment, IT, acoustical services, small procurements, and warehouse inventory management.
Responsibilities- Manage procurement process for capital and operating budgets and major IT projects.
- Develop, solicit, evaluate, negotiate, and award services, maintenance, acoustical, specialized equipment, IT, commodities, vehicles, capital equipment, and small procurements for BWI Marshall, Martin State and other state airports, ensuring compliance with federal and state procurement laws, policies, and procedures.
- Manage Corporate Credit Card Process.
- Exercise independent judgment on procurement actions and decisions.
- Oversee MAA warehouse, inventory management, and agency procurement reporting.
- Bachelor’s degree from an accredited college or university.
- Four years of professional public or private sector procurement/contracting experience, including soliciting, evaluating, negotiating, awarding contracts, managing vendor briefings, monitoring performance, eProcurement, and related certification or operations experience.
- Experience with Financial Management Information Systems (FMIS), Advanced Purchasing Inventory Control System (ADPICS), Enhanced Procurement Information Control System (EPICS), and automated inventory systems.
- Proficiency with Microsoft Office Suite.
- Exceptional attention to detail.
- Great customer service skills.
- One year of experience in enterprise‑wide procurement law compliance can substitute for one year of education.
- Certified Purchasing Manager, Certified Professional Contracts Manager, Certified Public Procurement Officer, or Certified Professional Public Buyer certifications can substitute for the required education, on a year‑for‑year basis.
- Professional contract management experience can substitute for required education on a year‑for‑year basis.
- JD or MBA can substitute for two years of required experience.
- U.S. Armed Forces military service in Contracting, Industrial Management, logistics specialist or related procurement/financial management role can substitute for required experience and education on a year‑for‑year basis.
Employees may need a motor vehicle operator’s license valid in Maryland.
