The Maryland Port Administration (MPA) is a 203-employee transportation business unit within the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. The Port of Baltimore plays an integral role as an economic generator and job creator, in addition to maintaining our nation’s supply chain and moving vital goods to industries and consumers.

General

Role Description

MPA is seeking a motivated, positive, and driven procurement manager to join the Office of Procurement. The primary responsibility of this position is to manage, supervise, and direct the staff and operations of the Construction & Architectural/Engineering Unit within the MPA Office of Procurement. This position is responsible for the solicitation, evaluation, negotiation, award, and all managerial aspects of the procurement process for all multi-year Architectural/Engineering contracts as well as project specific and agency-wide indefinite quantities Construction contracts.

Essential duties include, but are not limited to:

  • Assists the Deputy Director in the development, implementation, and oversight of the procurement of construction, construction related services, and Architectural/Engineering services.
  • Supervises Construction and Architectural/Engineering subordinate staff, which includes training, reviewing, and evaluating activities; review and approval/disapproval of leave requests; performance evaluations; discipline; and other personnel matters.
  • Monitors contract administration and vendor performance; resolves or supervises the resolution of conflicts and disputes with vendors/contractors; recommends and executes necessary action, including contract termination; resolves payments issues.
  • Plans, coordinates, and implements all phases of the procurement process starting from the solicitation to final execution of the contract award which includes the development and individual procurement strategy for each procurement. This includes the determination of the procurement method, scheduling, planning, development of specifications, negotiations, verification of legal sufficiency, development of contract agreements, recommendation of Small Business Reserve (S ) designation, Minority Business Enterprise (MBE) and Veteran Owned Small Business Enterprise (VSBE) participation, and health and safety plan and insurance requirements in coordination with the MPA Risk Management Office.
  • Directs the development of contract specifications, contract modifications, and contract renewals, solicitations, addenda, sole source justifications, procurement officer determinations and decisions.

This position reports directly to the Deputy Director of Procurement.

Qualifications

Education: Possession of a Bachelor's degree from an accredited college or university.

Experience: Four (4) years of professional public sector procurement, or private sector contracting experience, including soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professional certification or procurement business operations.

Notes:

  • Candidates may substitute one year of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures for the required education.
  • Candidates may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management/National Association of Purchasing Management;
    Certified Professional Contracts Manager from the National Contract Management Association;
