As the Director of the program innovation and compliance, this position provides direction, coordination, and oversight of program division initiatives which include implementing awarded grants, data sharing agreements with priority partners, and monitoring the quality control manager to ensure UAT testing, program SOP creation, review, and other programmatic projects. The Director is responsible for establishing and implementing policy/program initiatives designed to maximize performance.
The Director monitors the program to ensure absolute compliance with federal and State law and any audit-related reviews. The work performed by this unit includes, but is not limited to:
- Conduct investigations and analyses of child support cases and take appropriate actions to establish, maintain, and enforce support payments for dependent children in compliance with applicable Federal and State laws, regulations, and policies.
- Provide support to all jurisdictions on special projects or cases as needed or as assigned.
This position is also responsible for supervising staff, which includes preparing and conducting performance evaluations, coaching and counseling employees, approving timesheets, coordinating and approving leave requests, and training support personnel.
POSITION DUTIES- Plans, directs, and organizes leads and coordinates in determining the department's overall direction, goals, and objectives. Establishes and monitors performance measures and standards of success.
- Develops training manuals and processes, implements, and evaluates policy and procedures.
- Communicates effectively and acts as a liaison with State agencies, other child support agencies to ensure optimum service to our customers.
- Facilitates and encourages two-way communication regarding responsibilities, expectations, goals, training and performance of the unit.
- Establishes goals, monitors and tracks performance of the unit.
- Identifies problem areas and makes recommendations for improvement to each supervisor.
- Analyzes legislative and federal changes to assess impact on operations; plans and implements related changes.
- Develops, reviews, and analyzes management reports to enhance program operations by prioritizing resource allocation, measuring program effectiveness, and evaluating the need for new or modified procedures.
- Identifies problematic areas and makes recommendations for improvement to the unit.
- Supervises, motivates, develops, and evaluates staff to reinforce staff knowledge of new and existing policies and procedures to ensure optimum individual and unit performance according to Federal, State, local laws, policies, and procedures.
- Conducts weekly, bi-weekly, or monthly team meetings.
- Counsels and coaches staff on personnel matters.
- Education:
A Bachelor's degree from an accredited college or university. - Experience:
Eight years of experience in administrative, professional or technical work, three years must have involved supervision of other employees or exercising responsibility for program development.
Notes:
- Candidate may substitute graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience.
- Candidate may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.
- Candidate may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.
