Job DescriptionAECOM is seeking a Contract Claims Manager to be based in our Baltimore, MD office to support the B&P Tunnel Replacement (BPTR) Program among other project opportunities available at AECOM.
AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America’s busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building.
The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.
The Contract Claims Manager will coordinate actions required to address contract changes and claims assigned by the Contract Administrator. The Claims Manager will be responsible for coordinating and reviewing potential contract changes; engaging in claims avoidance activities; and engaging, strategizing, and working with construction oversight teams to support merit assessments and resolution of claims. The role also will be involved with construction or other contract change management activities, contract law, and project management.
Responsibilities:
- Review incoming change requests and/or claims and assign them to relevant Subject Matter Experts (SMEs).
- Participate in review meetings and obtain SME inputs within relevant review forms.
- Follow up discussions with SMEs, estimators, and schedulers.
- Draft claim response letters, requests for cost proposals and other correspondence items.
- Obtain SME and Contracting Officer’s Technical Representative (COTR) approvals on draft correspondence.
- Lead change approval process for contract changes through various applicable governance steps, including preparing review materials.
- Coordinate and support Procurement process for timely issuance of Contract Modifications.
- Log all early warnings and directions/decisions that may lead to a claim notice from contractors.
- Periodically review Risk Registers and update assumptions based on updated trends and events.
- Liaise with cost and finance teams to ensure alignment with available budgets, accruals, and forecasts.
- Support negotiations that lead to contract modifications.
- Ensure compliance with management of vital records and relevant correspondence to support reporting, contract audit, grants management process, claims and litigations, and contract close out.
- Prepare weekly updates on status of changes and claims, and other noteworthy communications.
- Review project correspondence, and track and report out on status of potential and actual changes and claims.
- Interface with the contractor and other stakeholders, as required, to gather additional details.
- Attend technical and commercial project working group meetings as assigned.
