Position: Deputy Chief Operating Officer, Operations Officer V - Baltimore City Health Department

Job Summary

Positions in the Operations Officer series contribute to the effective management of an organizational unit, such as a section, division, or agency, by supervising and/or managing staff, problem‑solving as an individual contributor, or project‑managing. Positions are differentiated by analytics, budget, communications, environmental factors, functional responsibilities, minimum qualifications, policy, relationship building, supervision given, and supervision received.

Salary Range

$94,494.00 – $ annually. Hiring salary range: $94,494.00 – $ annually.

Minimum Qualifications
  • Education:

    Bachelor’s degree in business administration, public administration, management, or a related field from an accredited college or university.
  • Experience:

    10 years of progressively increasing responsibilities, including 4 years of supervisory experience. Professional certifications may be required.
  • Accordance with equivalency notes:
    An equivalent combination of education and experience.
  • Licenses, registrations, and certificates:
    Valid Maryland Class C noncommercial driver’s license or equivalent driver’s license eligible for a Baltimore City driver’s permit.
Preferred Qualifications

Master’s in public health or Doctor of Public Health.

Knowledge, Skills & Abilities
  • Knowledge of the principles and practices of public and business administration and management, including planning, organizing, staffing, directing, and controlling.
  • Knowledge of methods and procedures for collecting, organizing, interpreting, and presenting information.
  • Knowledge of the basic principles of accounting, budgeting, fiscal controls, and statistics.
  • Knowledge of management practices and methods.
  • Ability to adapt and apply concepts and techniques of administrative analysis to specific projects.
  • Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.
  • Ability to interpret and apply laws, rules, regulations, standards, and procedures.
  • Ability to prepare and present reports or recommendations clearly and concisely.
  • Ability to compile financial and operational data and analyze charts, reports, and statistical and budgetary statements.
  • Ability to coordinate the activities of various organizational units.
  • Ability to plan, organize, and direct the work of others.
  • Ability to research and write complex narrative and statistical reports.
  • Ability to speak and testify effectively before governmental and legal bodies, the media, and community and business groups.
  • Ability to establish and maintain effective working relationships with city officials, community, and business groups.
Selection & Examination

Applicants will be placed on an eligible list and evaluated for training and experience. Successful applicants will be placed on an employment‑certified eligible list for at least six months. Supplementary questions may be required to assess specific knowledge, skills, and abilities.

Background Check

Eligible candidates may be required to complete a Criminal Background Check and/or Fingerprint authorization.

Probation

Selected personnel must complete a mandatory six‑month probation.

Eligibility & Training

Qualified candidates will be considered for vacancies that arise for a period of at least six months. The decision of the Director of Human Resources regarding acceptable minimum qualifications is final.

Educational Accreditation

Applicants’ education must be obtained from an accredited institution. Credentials obtained outside the U.S. must be evaluated for U.S. equivalency.

Position holders are required to submit a financial disclosure pursuant to Sections 7‑7, 7‑8, and 7‑9 of the City Ethics Law within 30 days of hire.
