Job Description

Move America seeks a Program Manager with DoD or federal program management experience to support the Office of Small Business Programs (OSBP). Responsibilities include overseeing the development and execution of projects, leveraging planning and analysis skills for successful delivery.

Responsibilities
  • Develop and execute comprehensive project management plans, ensuring alignment with organizational objectives and client requirements.
  • Perform scope planning by defining project objectives, deliverables, and requirements in collaboration with stakeholders.
  • Conduct stakeholder analysis to identify and engage relevant project participants.
  • Develop a detailed project schedule, identifying key milestones, activities, and dependencies. Integrate project tasks into a coherent set of events that maximize probability of meeting project goals and objectives.
  • Utilize project management software/tools to manage tasks, resources, and timelines.
  • Apply earned value management techniques to monitor progress, assess performance, and forecast future outcomes.
  • Implement robust change management processes, evaluating and documenting changes, assessing impact on scope, schedule, cost, and quality, and ensuring appropriate approvals.
  • Facilitate risk identification, analysis, and mitigation activities, maintaining a comprehensive risk register throughout the lifecycle.
  • Perform cost analysis, including estimation and control of project budgets, tracking expenses, and ensuring adherence to financial constraints.
  • Apply quality management principles, conducting assurance activities, and ensuring deliverables meet established standards.
  • Develop and maintain project documentation, including charters, requirements documents, change requests, and lessons learned.
  • Coordinate project activities across multiple functional areas, ensuring integration and alignment of components.
  • Perform project reviews and audits to assess performance, identify improvement opportunities, and implement corrective actions.
  • Facilitate project closure activities, including lessons learned sessions, documentation of outcomes, and final reporting.
Project Analysis
  • Identify and collaborate with project stakeholders and their interests, conducting analysis and developing appropriate engagement strategies.
  • Analyze project requirements, ensuring their feasibility, traceability, and alignment with project goals.
  • Provide subject matter expertise and guidance to stakeholders throughout the project lifecycle.
Required Qualifications
  • Bachelor’s degree in engineering, Business Administration, Computer Science, or related field (master’s degree preferred).
  • 5 years of proven experience as a Program Manager, successfully delivering complex projects.
  • Knowledge of the Defense Industry and familiarity with the DOD acquisition process.
  • Ability to effectively communicate and collaborate with stakeholders at all levels, including executives, clients, and technical teams.
  • Strong analytical and problem‑solving skills, with the ability to think critically and propose innovative solutions.
  • Excellent organizational and time‑management abilities, with keen attention to detail.
  • Strong problem‑solving and decision‑making abilities.
  • Proficient in MS Office.
Desired Qualifications
  • Level 3 DAWIA certification in Program Management, Systems Engineering, or Contracting.
