The Baltimore City Health Department is seeking a dedicated Local Health Improvement Coalition Director to report to the Chief Policy and Strategy Officer. The Director will oversee the Local Health Improvement Coalition (LHIC) and various community health projects, guiding coalition activities, fostering partnerships, and implementing initiatives to address key health issues in Baltimore City.
Essential FunctionsLeadership and Strategic Planning:
- Develop and execute a strategic plan aligned with the coalition's mission and goals.
- Provide leadership to inspire and motivate coalition members toward achieving health improvement objectives.
- Foster a culture of collaboration, inclusivity, and transparency within the coalition and with external stakeholders.
- Oversee a team of 4, including 1 manager, 1 coordinator, and 2 epidemiologists.
Partnership Development and Engagement:
- Establish and maintain strong partnerships with local government agencies, healthcare providers, community organizations, businesses, and other key stakeholders.
- Convene monthly coalition meetings to support collaboration and partnership development.
- Facilitate regular communication among coalition members to leverage resources effectively and identify new opportunities.
Community Outreach and
Education:
- Collaborate with partners and coalition members to develop and implement outreach strategies that raise awareness of health priorities.
- Design preventive health behavior programs and engage priority populations in Baltimore City.
- Organize educational events, workshops, and campaigns to empower individuals and communities.
- Disseminate health‑related information and facilitate behavior change.
Program Development and Implementation:
- Lead the Community Health Needs Assessment and Community Health Improvement Plan processes every 3–5 years.
- Oversee needs assessment data collection, analysis, and stakeholder input.
- Design and implement evidence‑based programs and interventions to address health disparities.
- Monitor and evaluate program effectiveness, adjusting as needed.
Policy Support:
- Support the Chief Policy and Strategy Officer and Director of Legislative Affairs in advancing policies that promote health equity and access to care.
- Act as a liaison between the coalition and the Policy and Strategy Office.
Grant & Budget Management:
- Oversee a five‑year CDC health equity grant, including data compilation, narrative reporting, and compliance with grant guidelines.
- Develop annual program budgets and write grant proposals aligned with organizational goals.
Contract Management:
- Manage contracts and agreements with subgrantees and partners, developing annual agreements and overseeing contractor performance.
Education:
- Master’s degree in public health, health administration, public policy, public administration, community development, or a related field; or equivalent experience.
Experience:
- 3–5 years of experience in community health, coalition‑building, or related areas; or an equivalent combination of education and experience.
Knowledge, Skills, and Abilities:
- Demonstrated leadership and the ability to inspire diverse stakeholders.
- Strong communication, facilitation, and interpersonal skills.
- Knowledge of public health principles, population health strategies, and health promotion theories.
- Experience in program planning, implementation, and evaluation with a focus on health disparities.
- Grant writing, fundraising, and budget management skills.
- Proficiency in data analysis and interpretation to inform decision‐making.
- Familiarity with Baltimore City’s social needs and health disparities.
- Commitment to diversity, equity, and inclusion principles.
- Ability to work independently and manage multiple priorities in a fast‑paced environment.
