Job SummaryThe Assistant Director, Administration, serves as a senior leader within the Office of Procurement and Property Control. The position oversees administrative procurement functions, including the Corporate Purchasing Card program, MBE compliance, MPIA, and property control. The role works in partnership with the Assistant Director, Operations, to ensure efficient, compliant procurement execution and supports the Director in strategic planning, reporting, and staff leadership.
Job DutiesDuties & Responsibilities:
- Directs administrative procurement functions (p-card, socioeconomic program reporting and compliance, MPIA , supplier diversity, policies and SOPs, property control)
- Supervises and evaluates staff
- Maintains policies and SOPs
- Oversees inventory, property control, and record retention
- Manages the MPIA process
- Prepares metrics and audit reports
- Oversees BPW submissions
- Leads supplier diversity initiatives, including MBE / VSBE participation and S / SBPP designation tracking, outreach strategy, and compliance reporting
Minimum Qualifications
Education: The successful candidate must have a Bachelor’s Degree in any discipline from an accredited college or university.
Experience: Five years of procurement experience in a central procurement office or equivalent; two years at a management level (supervising supervisors) in a central procurement office.
Other Preferences for ConsiderationThree years of the above-stated experience in a state of Maryland agency and/or higher education setting.
Knowledge, Skills & Abilities- Ability to interpret and apply Morgan State University Procurement Policies & Procedures, Maryland procurement law, and COMAR regulations
- Knowledge of principles and best practices for contract administration and supply chain management
- Experience with eProcurement systems (e.g., Jaggaer, People Soft, Workday)
- Ability to lead audit responses (internal, legislative, BPW)
- Demonstrated experience managing p-card programs and compliance frameworks
- Experience with supplier diversity / MBE compliance reporting in a public sector environment
- Ability to manage multiple priorities with tight deadlines and work independently, with consultative supervision
- Ability to communicate effectively, both in writing and orally, including high-level public meetings
- Competence in analyzing data to improve department management and institutional compliance
