The Chief of Strategic Planning and Administration (CSPA) is a senior strategy and operations leader for the Maryland State Retirement and Pension System's Investment Division, serving as a trusted adviser to the Chief Investment Officer. The role oversees executive operations, culture communications, administrative staff, governance, and serves as a key liaison between CIO leadership, staff, Trustees, and external stakeholders. The CSPA manages administrative functions, coordinates strategic initiatives, and provides executive support including schedule management, communications, and process improvement.

• Bachelor's degree from an accredited college or university
• Seven years of progressively responsible experience in strategic planning, operations, program/project management, governance, executive administration, or related field
• Experience leading complex cross-functional projects with multiple stakeholders and organizational priorities
• Demonstrated ability to prepare clear executive-level written materials, presentations, and decision-support information
• Experience supervising employees, leading teams, or directing substantial work streams
• Ability to manage competing priorities, exercise discretion, and communicate effectively across organizational levels
