Summary:

Civic Works strengthens Baltimore's communities for people of all ages through education, skills development, and community service. Our Center for Sustainable Careers (CSC) expands access to family-sustaining careers for Baltimore residents facing significant barriers to quality employment. CSC supports participants in developing both technical skills and soft skills, and earning marketable certifications, all while providing wraparound case management and job placement services.

EMS Corps is a cohort-based EMT training and career development program for young adults ages 18-26, designed to launch them into meaningful careers in emergency medical services, fire, and allied health. EMS Corps is a national model brought to life through local partnerships. Civic Works serves as the Lead Agency in Baltimore, partnering with local training institutions, employers, and community-based organizations to implement the program with fidelity and community rootedness.

Position Overview:

The Program Manager will launch EMS Corps in Baltimore as the newest workforce development track within Civic Works' Center for Sustainable Careers (CSC). This role is responsible for standing up program operations, building the local partnership infrastructure, and supporting the inaugural cohort. The role draws on CSC's established systems for case management, employer engagement, participant data, and job placement, adapting them to the EMS Corps national model and to the realities of Baltimore's EMS, fire, and allied health landscape.

Once operational, the Program Manager leads day-to-day delivery, partnership stewardship, and continuous improvement.

Primary Responsibilities:

• Oversee all day-to-day operations of the EMS Corps program, including scheduling, cohort management, and compliance with program standards.
• Develop and manage the program calendar, curriculum coordination, and student-facing communications.
• Track individual Corps Member progress toward graduation, EMT certification, and job placement goals.
• Ensure students are prepared for and supported through the National EMT Registry Exam (NREMT).
• Lead regular team meetings and coordinate across instructors, wraparound providers, and partner organizations.
• Design, schedule, and coordinate community service projects and work experience activities, identifying and cultivating host site partners to provide meaningful opportunities for Corps Members.
• Manage contracts and vendor relationships to ensure performance metrics are met.
• Track, analyze, and report program data to funders, partners, and national EMS Corps leadership.
• Monitor and evaluate program outcomes, using data to inform continuous improvement and ensure high-quality delivery.

• Serve as the primary point of contact for EMS Corps partners including training institutions, employers, and community-based organizations.
• Build and maintain relationships with EMS agencies, fire departments, ambulance companies, and allied health employers to support post-program job placement.
• Represent the program in community settings, public forums, and stakeholder convenings.
• Collaborate with local workforce development, public agency partners, and philanthropy as needed.
• Participate in national EMS Corps network learning and maintain fidelity to the program model.

• Cultivate a program environment grounded in dignity, discipline, and possibility - where young people feel seen and supported.
• Maintain a consistent presence in classrooms, wraparound support sessions, and community service activities.
• Proactively identify and address barriers to participation, completion, and employment.
• Lead student orientation and conduct regular one-on-one check-ins with Corps Members.
• Manage student performance issues with care and accountability, using a restorative approach.

• Design and implement a recruitment strategy that reaches young adults most in need of this opportunity.
• Oversee the application, interview, and selection process in partnership with program staff.
• Build referral pipelines with partner organizations, schools, child welfare agencies, and justice-involved youth programs, in collaboration with the Outreach & Intake Manager.
