Job Title: Project Management SME — Program Manager, Coast Guard Business Operations

About the RoleThis is the leadership seat on the contract. The Project Management SME serves as the designated Project Manager and Key Personnel, the single point of contact between INTECON and the Coast Guard's Contracting Officer and COR, and the individual accountable for every deliverable the team produces. The SME leads SFLC strategic initiatives, modernization efforts, and business process improvement projects largely autonomously, managing matrixed teams with Agile methods and modern tools such as Azure Dev Ops, Jira, and Confluence.
The role demands an individual who already understands how the Coast Guard is organized and can navigate its processes independently. The SME owns the project plan, the monthly progress reports, and the relationship with the Government from the post-award conference forward.
- Serve as Project Manager and single point of contact for the Contracting Officer and COR, responsible for all contractor work performed under the contract
- Participate as a member of joint working groups to support and advance SFLC strategic initiatives
- Provide expert guidance and coordination for cross-functional teams and stakeholders
- Manage diverse and matrixed teams to achieve the objectives of SFLC strategic projects and pilots
- Use modern IT project management tools such as Azure Dev Ops, Jira, and Confluence
- Employ Agile project management methodologies
- Develop comprehensive project plans covering scope, schedule, resource allocation, and risk management
- Facilitate meetings, develop courses of action, prepare artifacts for decision makers, and navigate complex processes
- Develop and maintain implementation and modernization Plans of Action and Milestones (POA&M) and lead teams to execute against them
- Lead integrated teams to define, document, and implement modernization strategies for the Business Operations Division
- Prepare and deliver professional-level reports throughout the project lifecycle, including monthly progress reports and final summary reports
- Develop innovative approaches to achieve strategic goals
- Understanding of the Coast Guard organization, its structure, and its processes
- Demonstrated experience leading strategic initiatives, modernization efforts, or business process improvement projects with minimal guidance
- Hands-on experience with Agile methodologies and modern PM tools (Azure Dev Ops, Jira, Confluence)
- Experience developing project plans, POA&M, and risk management strategies
- Experience managing matrixed teams and serving as primary client interface on a federal contract
- Excellent English written and verbal communication skills (contract requirement for the PM position)
- U.S. citizenship and ability to obtain a favorable Tier 1 background investigation and CAC
- Bachelor’s degree; 10 or more years of program or project management experience preferred, minimum 7 years required
- PMP, PgMP, or Agile certification (CSM, SAFe, or PMI-ACP)
- Prior Coast Guard service or direct support to Coast Guard commands, ideally SFLC or a logistics or sustainment command
- Experience as a contract Project Manager or Program Manager of record with deliverable accountability
- Experience leading business modernization or data system modernization initiatives
