Position Overview
Our client is seeking an experienced Records & Document Management Lead to support a Department of Commerce program. This individual will lead records and document management operations while ensuring compliance with federal regulations, agency policies, and quality standards. Qualified candidate must have worked at a federal agency and not DOD.
The role may require onsite meetings, so candidates must be able to travel to Reston, VA. The position is expected to begin in Q1 2027, contingent upon our client being awarded the project.
The ideal candidate is an organized, detail-oriented professional with experience managing federal personnel records, coordinating document management activities, and leading teams in a fast-paced federal shared services environment. This position requires strong leadership, exceptional customer service, and the ability to oversee document workflows while driving process improvements and maintaining the highest standards of accuracy.
Key Responsibilities
As the Records & Document Management Lead, you will:
- Lead day-to-day records and document management operations supporting federal personnel programs.
- Plan, prioritize, and manage team workloads to ensure timely and accurate processing of records.
- Coordinate daily activities across the document management team to meet performance and service level objectives.
- Serve as the primary point of contact for client communications regarding document management activities.
- Review, validate, and verify incoming personnel documents to ensure compliance with applicable federal regulations, policies, and agency requirements.
- Oversee the maintenance, organization, security, and integrity of Official Personnel Folders (OPFs) and electronic Official Personnel Folders (eOPFs).
- Create, assign, monitor, and resolve requests within the organization's ticket management system.
- Monitor production metrics and ensure quality standards are consistently achieved.
- Administer quality assurance, quality control, and continuous process improvement initiatives.
- Identify opportunities to improve document workflows, operational efficiency, and customer service.
- Collaborate with HR professionals, federal stakeholders, and cross-functional teams to resolve document management issues.
- Ensure confidentiality and proper handling of sensitive personnel records in accordance with federal privacy and records management requirements.
- Develop and maintain standard operating procedures and documentation supporting records management processes.
- Provide guidance, mentorship, and support to team members while fostering a collaborative, high-performing work environment.
Requirements
- Minimum of 5 years of professional experience in records management, document management, HR operations, or a related field.
- Experience supporting Federal Human Resources operations (not DOD).
- Experience with WebTA and HR Connect Systems.
- NFA experience.
- Strong knowledge of federal records management principles and personnel documentation.
- Excellent organizational skills with exceptional attention to detail.
- Strong written, verbal, and interpersonal communication skills.
- Ability to manage multiple priorities while meeting deadlines in a fast-paced environment.
- Demonstrated leadership or team coordination experience.
- Proficiency with Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint.
Preferred Qualifications
- Bachelor's degree from an accredited college or university.
- Experience supporting Federal HR administrative functions.
- Experience working in a Federal Shared Services environment.
- Experience using HR and ticket management systems such as:
- Service Now
- eOPF
- Other federal HR information systems in addition to WebTA and HR Connect.
- Experience supporting document quality assurance and compliance initiatives.
